PIPELAYING AND CONCRETE RESTORATION WORKS INCLUDING RESTORATION MATERIALS (INFRA01)

The Candelaria Water District is issuing a procurement for pipelaying and concrete restoration works within the municipality of Candelaria, Quezon. The project is divided into two sequential phases: Phase 1 (Bukal Sur) covering approximately 4,278 linear meters and Phase 2 (Mangilag Sur – Malabanban Norte) covering about 4,799 linear meters. Over the entire scope, the contract requires the installation of uPVC pipework ranging from 50 mm to 150 mm in diameter, horizontal boring crossings of 6‑inch and 8‑inch pipelines, and full trenching, excavation, and backfilling operations.

The works include excavation and trenching in 300‑meter segments, installation assistance for valves and fittings, concrete sidewalk restoration, hydrotesting of the installed pipelines, hauling and disposal of excavated materials, and the necessary site safety and traffic management support. Skilled labor, comprising foremen, pipe fitters, and masons, together with unskilled laborers, will perform the tasks using appropriate excavation and hauling tools and equipment, while concrete strength testing assistance will be provided to guarantee the integrity of the restored sidewalks. Completion of the entire project is required within 329 calendar days from the receipt of the Notice to Proceed.

All activities must adhere to the applicable DPWH Department Order by restoring each 300‑meter segment before proceeding to the next, thereby ensuring compliance with the specified procedural and technical standards.

2. Description of the Project
The Project involves the provision of labor services for the implementation of pipelaying expansion and restoration works within various service areas of Candelaria, Quezon, covering approximately:
Phase 1 – Bukal Sur
Length: Approximately 4,278 linear meters
Scope of works includes:
Excavation and trenching works
Installation of uPVC pipes ranging from 50 mm to 150 mm diameter
One (1) horizontal boring crossing for 8-inch pipeline
One (1) horizontal boring crossing for 6-inch pipeline
Backfilling and compaction
Hydrotesting
Concrete sidewalk restoration
Installation assistance for valves and fittings
Hauling and disposal of excavated materials and debris

Phase 2 – Mangilag Sur – Malabanban Norte
Length: Approximately 4,799 linear meters
Scope of works includes:
Excavation and trenching works
Installation of uPVC pipes ranging from 50 mm to 150 mm diameter
Two (2) horizontal boring crossings for 6-inch pipelines
Backfilling and compaction
Hydrotesting
Concrete sidewalk restoration
Installation assistance for valves and fittings
Hauling and disposal of excavated materials and debris

Scope of Labor Includes:
• Skilled workers (foreman, pipe fitters, masons)
• Unskilled laborers
• Site safety and traffic management assistance
• Excavation and hauling tools/equipment
• Concrete strength testing assistance
Note: The excavation phase shall follow the applicable DPWH Department Order (D.O.) by dividing the work into 300-meter segments, with each segment to be restored prior to commencing the next segment.
The Project shall be completed within 329 calendar days from receipt of the Notice to Proceed (NTP).
3. Procurement Process
Bidding will be conducted through open competitive bidding procedures using a MEARB criterion (A. Management Capability — 15%; B. Experience & Track Record — 20%; C. Availability of Resources — 15%; D. Reliability & Performance — 10%; E. Bid Responsiveness & Financial Proposal — 40%), in accordance with Republic Act No. 12009 and its IRR.
4. Eligibility of Bidders
Eligible bidders must:
• Be duly licensed and registered under Philippine laws
• Have completed, within the last five (5) years, a contract similar to the Project with a value of at least 50% of the ABC (PHP 5,385,694.11)
• Have no pending blacklisting case and are not blacklisted
• Comply with all technical, financial, and legal requirements specified in the Bidding Documents
5. Bidding Documents
Interested bidders may obtain further information from the BAC Secretariat, Candelaria Water District, and inspect the Bidding Documents during office hours (8:00 AM – 5:00 PM, Monday to Friday).
A complete set of Bidding Documents may be acquired starting May 21, 2026 upon payment of a non-refundable fee of PHP 11,000.00.
6. Pre-Bid Conference
A Pre-Bid Conference shall be conducted on July 3, 2026 | 10:00 AM at: CWD Conference Room Candelaria Water District Office

7. Submission and Opening of Bids

8. Bid Security
All bids shall be accompanied by a Bid Security in any of the acceptable forms and amounts stated in the Bidding Documents, in compliance with RA 12009 IRR provisions.
9. Reservation Clause
The Candelaria Water District reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award, without thereby incurring any liability to the affected bidder/s, in accordance with RA 12009 and its IRR.
10. Additional Requirements under RA 12009
In compliance with Republic Act No. 12009, bidders shall:
