ONE (1) LOT SUPPLY, DELIVERY, DEVELOPMENT, INSTALLATION, CONFIGURATION, TESTING AND IMPLEMENTATION OF A BLOCKCHAIN INVESTIGATION PLATFORM (CRYPTOCURRENCY FORENSICS AND INVESTIGATION TOOL), INCLUSIVE OF A ONE (1) YEAR SOFTWARE SUBSCRIPTION, AS PER ANTI-MONEY LAUNDERING COUNCIL TERMS OF REFERENCE AND ITS ANNEX
1) The Anti-Money Laundering Council (AMLC), through the General Appropriations Act for FY 2026 intends to apply the sum of PHP29,729,966.96, inclusive of all applicable taxes and other charges, being the Approved Budget for the Contract (ABC) to payments under the contract for One (1) Lot – Supply, Delivery, Development, Installation, Configuration, testing and Implementation of a Blockchain Investigation Platform (Cryptocurrency Forensics and Investigation Tool), Inclusive of a one (1) Year Software Subscription, as per AMLC Terms of Reference and its Annex. Bids received in excess of the ABC shall be automatically rejected at bid opening.
2) The AMLC now invites bids for One (1) Lot – Supply, Delivery, Development, Installation, Configuration, Testing and Implementation of a Blockchain Investigation Platform (Cryptocurrency Forensics and Investigation Tool), Inclusive of a one (1) Year Software Subscription, as per AMLC Terms of Reference using Competitive Dialogue (Two-Stage Bidding Process). Delivery of the Goods is required within three (3) months to commence on the date stipulated in the Notice to Proceed (NTP). The one (1) year subscription to the Blockchain Investigation Platform shall commence upon full Go-Live and acceptance of the end-user, in accordance with the Terms of Reference. Bidders should have completed at least five (5) years from the date of submission and receipt of bids, a single largest contract similar to the Project, as defined in the Bidding Documents. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.
3) Bidding will be conducted through Competitive Dialogue (Two-Stage Bidding Process) pursuant to Section 29 of Republic Act No. 12009 and its Implementing Rules and Regulations.
The AMLC has determined that the requirements of the Project involve a highly specialized and technologically complex solution for which the technical specifications and contractual arrangements cannot be sufficiently established at the outset without dialogue with qualified market participants. Accordingly, the AMLC shall undertake a Competitive Dialogue process to identify and refine the technical, operational, and commercial solution that best satisfies its requirements before inviting the submission of final bids.
The Project generally involves the acquisition, implementation, configuration, commissioning, training, maintenance, and technical support of an enterprise-grade Blockchain Analysis Platform capable of supporting the AMLC's financial intelligence, cryptocurrency tracing, blockchain investigation, wallet attribution, graph analytics, sanctions screening, case support, and related analytical functions.
4) Interested suppliers, manufacturers, distributors, or authorized solution providers may participate, subject to the eligibility requirements specified in the Bidding Documents.
5) The Competitive Dialogue shall be conducted in the following stages:
Stage 1 – Submission of Initial Technical Proposal
Stage 1 consists of the evaluation of eligibility documents and initial Technical Proposals using a non-discretionary “pass/fail” criterion against the minimum technical requirements, followed by the dialogue proper.
* Eligible participants shall submit an Initial Technical Proposal describing their proposed solution and demonstrating their technical capability and understanding of the AMLC's operational requirements.
* No financial proposal or price quotation shall be submitted at this stage.
* The BAC, assisted by the Technical Working Group and the End-User Unit, shall conduct structured dialogue sessions with eligible participants.
* The dialogue shall aim to identify and refine the technical specifications, performance requirements, implementation methodology, interoperability requirements, cybersecurity requirements, licensing arrangements, deployment options, and other contractual and technical aspects of the Project.
* The AMLC shall ensure equal treatment of all participants and shall not disclose confidential or proprietary information of one participant to another without consent.
* Upon the conclusion of the Competitive Dialogue, the AMLC shall issue the finalized Technical Specifications and Final Bidding Requirements.
* Remaining participants shall then be invited to submit their Final Technical and Financial Proposals, which shall be evaluated in accordance with the award criteria stated in the Bidding Documents.
Stage 2 – Submission and Evaluation of Final Technical and Financial Proposal
Stage 2 consists of the submission and evaluation of the final Technical and Financial Proposals under a competitive bidding procedure, with award to the Most Economically Advantageous Responsive Bid (MEARB), using the quality–price ratio and weights stated in the Bidding Documents.
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.
6) Interested Bidders may obtain further information from AMLC and inspect the Bidding Documents at the address stated in Item 17 below from Monday to Thursday, 9:00 AM to 4:00 PM.
7) A complete set of Bidding Documents may be acquired by interested Bidders on appointment basis starting from 07 July to 10 August 2026, from 9:00 AM to 4:00 PM (Mondays to Thursdays only) at Room 507, 5/F EDPC Building, Bangko Sentral ng Pilipinas Complex, Malate, Manila, 1004, and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of PHP25,000.00.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the AMLC, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of the initial Technical Proposal.
8) The AMLC will hold a Pre-Bid Conference on 07 July 2026 10:00AM at Room 507, 5/F EDPC Building, Bangko Sentral ng Pilipinas Complex, Malate, Manila, 1004 and/or through video conferencing via Zoom which shall be open to prospective Bidders, to discuss the Project requirements, the Competitive Dialogue procedure, the submission requirements for the Initial Technical Proposal, and other matters relevant to the procurement.
a. Participating bidders are requested to submit their contact information and email addresses to be used for the videoconferencing to the email address indicated below at least one (1) day before the scheduled pre-bid conference.
b. An invitation shall be sent by the BAC Secretariat to the respective e-mail address of the authorized representative
9) For Stage 1 of the Competitive Dialogue, eligibility requirements and initial Technical Proposals must be duly received by the BAC Secretariat through manual submission on or before 16 July 2026 9:00AM at Room 507, 5/F EDPC Building, Bangko Sentral ng Pilipinas Complex, Malate, Manila, 1004. Late submissions shall not be accepted. Financial proposals submitted prior to the conclusion of the Competitive Dialogue shall not be accepted and shall be returned unopened.
10) All submissions must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in Instructions to Bidders (ITB) Clause 16.1.
11) Opening of eligibility requirements and initial Technical Proposals (Stage 1) shall be on 16 July 2026 10:00AM at Room 507, 5/F, EDPC Building, Bangko Sentral ng Pilipinas Complex, Malate, Manila, 1004 and/or through video conferencing via Zoom. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.
a. Participating bidders are requested to submit their contact information and email addresses to be used for the videoconferencing to the email address indicated below at least one (1) day before the scheduled activity.
b. An invitation shall be sent by the BAC-Secretariat to the respective e-mail address of the authorized representative.
