Procurement of Additional Starter Toolkits for the Implementation of FY 2025 Special Training for Employment Program (STEP)

The Technical Education and Skills Development Authority (TESDA) has issued a procurement invitation for additional starter toolkits to support the implementation of the Fiscal Year 2025 Special Training for Employment Program (STEP). The program intends to supply a set of prepared kits for a range of technical courses, including Agricultural Crops Production NC II, Driving NC II, Carpentry NC II, Electronic Products Assembly and Servicing NC II, Dressmaking NC II, Shielded Metal Arc Welding (SMAW) NC I and NC II, Bread and Pastry Production NC II, and Cookery NC II. These kits are designed to contain all essential tools, components, and consumables required to conduct the full training modules for each trade under the STEP framework.

Each lot of the procurement corresponds to one of the specified training categories and is defined with a dedicated budget allocation, while the overall project requirement is governed by a summed approved budget. Delivery of the toolkits is required within ninety (90) calendar days from the issuance of the Notice to Proceed, and bidders must demonstrate, by presenting documentation, that they have successfully completed comparable contracts for at least five years and possess the technical capability to supply the complete kit for each training area. Bidders may purchase the bidding documents on‑site or online, with a capped total fee per buyer not exceeding fifty thousand pesos, and must attend a pre‑bid conference to clarify technical specifications and procedural details.

All starter toolkits must meet the competency standards and specifications mandated by TESDA for the respective National Certificate level, ensuring they fully support the curriculum and training objectives set for the FY 2025 STEP initiative.

INVITATION TO BID FOR THE PROCUREMENT OF ADDITIONAL STARTER TOOLKITS FOR THE IMPLEMENTATION OF FY 2025 SPECIAL TRAINING FOR EMPLOYMENT PROGRAM (STEP)

1) The Technical Education and Skills Development Authority through the FY 2025 Continuing Appropriations intends to apply the sum of Fifty Million Seven Hundred Forty-One Thousand Four Hundred Ninety-One Pesos and 51/100 (₱50,741,491.51) for the Procurement of Additional Starter Toolkits for the Implementation of FY 2025 Special Training for Employment Program (STEP) being the Approved Budget for the Contract (ABC) to payments under the contract for all items in each lot. Bids received in excess of the ABC for each of the following lots shall be automatically rejected at bid opening.

2) The TESDA now invites bids for the above Procurement Project using the Competitive Bidding. Delivery of the Goods is required within ninety (90) calendar days from receipt of the winning bidder of the Notice to Proceed. Bidders should have completed, at least five (5) years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.

4) Interested Bidders may obtain further information from TESDA and inspect the Bidding Documents at the address given below during office hours from 8:00 a.m. to 5:00 p.m. starting 19 June 2026.

5) A complete set of Bidding Documents may be acquired by interested Bidders on 19 June 2026 from the address given below and upon payment of the following payment applicable fees for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB:

The fees for the Bidding Documents shall be applied for each lot based on the above schedule of fees. However, the total amount to be paid by the prospective bidders should not exceed ₱50,000.00 regardless of the number of lots being bidded.

The Procuring Entity shall allow the bidder to present its proof of payment for the fees in person.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

6) The TESDA will hold a Pre-Bid Conference on 30 June 2026, 1:00 p.m. at Oasis Conference Room, Basement, TESDA Administration Building, Gate 1, TESDA Complex, East Service Road, South Luzon Expressway (SLEX), Fort Bonifacio, Taguig City through face to face which shall be open to prospective Bidders.

Prospective bidders are advised to send an email request to the BAC Secretariat at bacsecretariat@tesda.gov.ph NOT LATER THAN, 29 June 2026 together with the following details:

For the Pre-Bid Conference, bidders are encouraged to send their authorized technical representative or personnel who are familiar with the bidding requirements and who will prepare the documents for the bidder to minimize errors in the preparation of bids. The Bidders’ representative shall carefully consider all the discussions during the Pre-bid Conference and be guided by them in the preparation of bids.

7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the office address indicated below on or before 22 July 2026, 9:00 a.m. Online submission is not yet available. Late bids shall not be accepted.

8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.

9) Bid opening shall be on 22 July 2026, 1:00 p.m. at Oasis Conference Room, Basement, TESDA Administration Building, Gate 1, TESDA Complex, East Service Road, South Luzon Expressway (SLEX), Fort Bonifacio, Taguig City. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

10) For the Opening of Bids, bidders are required to send their authorized technical representatives or personnel who are familiar with the bidding requirements and who prepared the documents for the bidder. If there are any issues or concerns about the bidder's document(s), the bidder's representative must respond to them during the meeting.

11) The TESDA reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without incurring any liability to the affected Bidder or Bidders.
