The Metropolitan Manila Development Authority (MMDA) has received financing from the World Bank toward the cost of the Clean Philippines, and intends to apply part of the proceeds for consulting services.

 

The consulting services (“the Services”) include, but are not limited to, the consolidation and finalization of the Feasibility Study for Clean Metro Manila. The consulting firm will develop a Feasibility Study that fulfills the appraisal requirements of both the Government of the Philippines and the World Bank, serving as a basis for the approval of the Clean Metro Manila Project. This engagement will review and consolidate existing technical, financial, economic, environmental, and social data and information provided by the MMDA–SWMO into a unified and cohesive Feasibility Study, aligned with the prescribed format of the Department of Economy, Planning and Development (DEPDev)–Investment Coordination Committee (ICC). The firm shall also address gaps and integrate additional supporting technical documents and presentation materials required by the ICC and MMDA. The projected implementation period shall not exceed three (3) months and is expected to commence within the third quarter of this year.

 

The detailed Terms of Reference (TOR) for the assignment is attached to this request for expressions of interest.

 

The MMDA now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

 

1.) The firm should have at least ten (10) years of international or local experience in the preparation of feasibility studies, master plans, engineering design, and other related studies for environment-related projects, catering to both the public and private sectors.

2.) The firm must have a regional or country presence with experience working with developing countries through the firm’s branches, and a consortium of sub-contracting with local firms.

3.) The firm shall demonstrate capacity in environmental impact assessments, climate resilience planning, and compliance with both local (e.g., DENR, RA 12009) and international standards (ISO 9001/14001).

4.) Proven ability to conduct cost-benefit and economic analyses, prepare bankable documents for funding institutions, and deploy multidisciplinary teams (engineers, economists, environmental scientists, legal experts).

5.) At least three (3) completed feasibility studies/master plans in the last five years, with commitment to capacity-building and collaborative documentation for partner agencies

6.) Consultants are required to submit the following:

            - Company profile including list of relevant experience

            - Business registration or equivalent documentation demonstrating company’s legal standing

            - Mayor’s Permit or Business Permit (For foreign firm, please provide equivalent document)

            - Tax registration or equivalent

            - Audited financial statement from the past two (2) years or letter of financial capability

            - Notarized Sworn Statement certifying that all information and documents submitted are true, complete and authentic to the best of its knowledge and that the submission is in compliance with applicable World Bank Procurement Regulations including 1.9 Conflict of Interest, 1.10 Unfair Competitive Advantage and 1.11 Eligibility.

 

Key Experts will not be evaluated at the shortlisting stage.

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Consultants shall have a country presence with experience working with developing countries through the firm’s own branches, consortium of sub-contracting with local firms.

 

A Consultant will be selected in accordance with the Consultants’ Qualifications (CQS) method set out in the Procurement Regulations.
