Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.
- The Armed Forces of the Philippines now calls for the submission of short-listing documents for the Procurement of Consulting Services for the Technical Evaluation, Review, and Professional Signing and Sealing of the Detailed Architectural and Engineering Designs (DAED) Covering Six (6) Infrastructure Projects of the Armed Forces of the Philippines[2]. Short-listing documents of interested consultants must be duly received by the GHQ Bids and Awards Committee 2 (GHQ BAC2) Secretariat on or before Sept 16, 2026 (Wednesday), 11:30AM at GHQ BAC 2 Conference Room, 3rd Floor Bulwagang Syquio, Camp General Emilio Aguinaldo, Quezon City. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion.
- Interested bidders may obtain further information from GHQ BAC 2 Secretariat and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00PM.
- A complete set of Bidding Documents may be acquired by interested Bidders on Sept 08, 2026 from the given address below {Insert if necessary: and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of PhP25,000.00.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
- The BAC shall draw up the short-list of consultants from those who have submitted Expression of Interest, including the short-listing documents, and have been determined as eligible in accordance with the provisions of Republic Act (RA) No. 12009, otherwise known as the “New Government Procurement Act”, and its Implementing Rules and Regulations (IRR). The short-list shall consist of top three (3) prospective bidders garnering at least a rating of 70% out of 100%; in case of one (1) or less than the required number apply for eligibility and short-listing, pass the eligibility check, and/or the minimum score required in the short-listing, the BAC shall consider the same[3] who will be entitled to submit bids manually. - Bidding will be conducted through competitive selection using Highest Rated Responsive Bid (HRRB) criterion as specified in the Implementing Rules and Regulations (IRR) of RA No. 12009.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
- The Procuring Entity shall evaluate bids to determine the Highest Rated Bid using the Quality-Cost Based Evaluation/Selection (QCBE/QCBS) procedure. The Procuring Entity shall indicate the weights to be allocated for the Technical and Financial Proposals. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.
- Short-Listing Documents must be received by the Procuring Entity’s BAC at the address indicated in the Request for Expression of Interest or through online submission on or before the date and time indicated in the SDS.
- The contract shall be completed within Ninety (90) Calendar Days upon receipt of Notice to Proceed (NTP)
- All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.
- The certification as to the current workload relative to capacity shall be made in accordance with the Instructions to Bidders in relation to TPF 5 therein.
- In accordance with Section 48.3 of the Implementing Rules and Regulations of Republic Act Nr 12009, Drawings and Terms of Reference and Specifications shall be disclosed only upon signing of the prospective bidder of a Confidentiality and Non-Disclosure Declaration (attached under Section IX. Bid Forms in the Bidding Documents) on or before the pre-bidding conference and/or access of the whole Bidding Documents.
- The AFP reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of RA No. 12009 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
