Procurement of Data Logger EMB-NCR-NCB-GOODS-2026-07-20-006

The Environmental Management Bureau–National Capital Region is inviting qualified bidders to supply a data logger for ambient air quality monitoring, which will be integrated into the bureau’s monitoring network across Metro Manila. The procurement is aimed at enhancing the bureau’s capacity to track a range of pollutants at key locations throughout the National Capital Region, thereby supporting its mandate to protect the environment and ensure public health.

Only entities that are Filipino citizens or have at least sixty‑percent ownership by citizens of the Philippines, or entities from countries that grant similar rights, may submit bids. Successful bidders must demonstrate a minimum of five years of experience delivering comparable equipment and services, and must deliver the data logger within 90 calendar days of receipt of a notice to proceed. The data logger must be capable of continuous ambient air quality monitoring, with multi‑parameter sensing and real‑time data transmission.

INVITATION TO BID FOR PROCUREMENT OF DATA LOGGER

1) The Environmental Management Bureau- National Capital Region (EMB-NCR), through the AQMF- Capital Outlay for the Fiscal Year 2025 Continuing Fund intends to apply the sum of Two Million One Hundred Eighty-One Thousand Pesos (Php2,181,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Procurement of Data Logger. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2) The Environmental Management Bureau- National Capital Region (EMB-NCR), now invites bids for the Procurement of Data Logger . The award shall be given to the bidder with the Lowest Calculated Responsive Bid (LCRB) following the procedures under Sections 61 and 63 of the same IRR. Delivery of the Goods is required by 90 calendar days upon receipt of Notice to Proceed (NTP). Bidders should have completed, at least five (5) years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.

4) Interested Bidders may obtain further information from EMB-NCR and inspect the Bidding Documents at the address given below from Mondays to Fridays, except holidays, 8:00 am to 5:00 pm.

5) A complete set of Bidding Documents may be acquired by interested Bidders on 02 June 2026 from the address given below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (Php5,000.00).

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

6) The EMB-NCR will hold a Pre-Bid Conference on 10:00AM- 29 July 2026 at 3rd floor Conference Room, EMB-NCR Building, National Ecology Center Compound, East Avenue, Diliman, Quezon City and/or through video conferencing via MS Teams, which shall be open to prospective Bidders.

All Prospective Bidders are enjoined to attend the Pre-Bid Conference on-site.

7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission with a soft copy on a USB at the office address indicated below on or before 9:00 AM- 10 August 2026. Late bids shall not be accepted.

8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.

9) Bid opening shall be on 9:30AM- 10 August 2026 at 3rd floor Conference Room, EMB-NCR Building, National Ecology Center Compound, East Avenue, Diliman, Quezon City and/or via MS Teams. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

All Prospective Bidders are enjoined to attend the Bid Opening on-site.

10) Each bidder shall manually submit one (1) original and two (2) copies of the first and second component of its bid, following the three-envelope system. Submitted hard copies of the bids must be accompanied by a soft copy stored in a properly labeled USB flash drive, containing electronic (PDF) copies identical to the submitted documents.

The EMB-NCR will conduct a tie-breaking method (toss-coin) in case of a tie between bidders being the Lowest Calculated and Responsive Bid (LCRB).

11) The EMB-NCR reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without incurring any liability to the affected Bidder or Bidders.
