REQUEST FOR EXPRESSION OF INTEREST

 FOR THE

 Procurement of ISO 9001: 2015 Third Party Audit and Certifying Body – 2nd Surveillance Audit for Regional Offices

1)    The Department of Education (DepEd), through the Bureau of Human Resource Organizational Development – Organization Effectiveness Division (BHROD-OED), intends to apply the sum of Philippine Pesos Two Million Four Hundred Fifty Thousand and 00/100 (PhP2,450,000.00) only from the Fiscal Year (FY) 2025 General Management and Service (GMS) Continuing Funds, being the Approved Budget for the Contract (ABC), to payments under the contract for the Project, Procurement of ISO 9001: 2015 Third Party Audit and Certifying Body – 2nd Surveillance Audit for Regional Offices (“Project”). Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals. 

2)    DepEd, through the Bids and Awards Committee (BAC) VI, invites interested parties to submit short-listing documents for the hiring of services of a third party that would conduct an audit and would certify the conformance of the fifteen (15) Regional Offices as regards the ISO 9001:2015 Quality Management System (QMS) in August 2026. The ISO 9001:2015 Third-Party Audit and Certifying Body shall assess the conformance of the Regional Offices to the ISO 9001:2015 Standards by conducting the following activities using the Multi-site Certification approach:

a.    Initial Engagement between DepEd and the Certifying Body (CB);
b.    Submission of required documents to the CB for the preparation of their Audit Plan;
c.    Preparation and Communication to DepEd, particularly the selected regional offices, of the 2nd Surveillance Audit Plan;
d.    Conduct of 2nd Surveillance Audit and Submission of Audit Report; 
e.    Issuance of Corrective Action Reports, if any; and
f.    Confirmation of ISO Certification Maintenance.
 

3)    DepEd will hold a Pre-Short-Listing Conference meeting for this Project on September 28, 2026, at 10:00 A.M. (Philippine Standard Time) at the BAC Secretariat Conference Room, Motor Pool Area, DepEd Complex, Meralco Ave., Pasig City. 

4)    Short-listing documents of interested consultants must be duly received by the BAC VI Secretariat on or before October 2, 2026, at 10:00 A.M. (Philippine Standard Time) at the BAC Secretariat Conference Room, Motor Pool Area, DepEd Complex, Meralco Avenue, Pasig City. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion. 

5)    The BAC shall draw up the short-list of consultants from those who have submitted Expressions of Interest, including the short-listing documents, and have been determined as eligible in accordance with the provisions of Republic Act (RA) No. 12009, otherwise known as the “New Government Procurement Act”, and its Implementing Rules and Regulations (IRR). The short-list shall consist of three (3) to seven (7) prospective consultants, who will be entitled to submit bids manually. The criteria and rating system for short-listing are:

I. Applicable Experience of the Firm         -          40 points
II. Qualification of Personnel                    -          60 points

6)    Interested consultants may obtain further information from the DepEd Procurement Management Service – BAC Secretariat Division and inspect the Bidding Documents at the address given below from Mondays to Fridays, from 8:00 a.m. to 5:00 p.m.

7)    The Bidding Documents can be purchased by the short-listed consultants on or before the deadline for the submission of bids by either of the following:

a.    A complete set of Bidding Documents may be purchased by interested bidders on September 25, 2026, from the DepEd Procurement Management Service – BAC Secretariat Division, Room 512, 5th Floor, Mabini Building, DepEd Complex, Meralco Avenue, Pasig City upon payment of the applicable fee for the Bidding Documents to the DepEd Cashier, pursuant to the latest Guidelines issued by the GPPB, in the amount of Philippine Pesos Five Thousand and 00/100 (PhP5,000.00)

Payment in checks should be made payable to DECS OSEC TRUST.

b.    Interested bidders may signify their intent to purchase the Bidding Documents through the email depedcentral.bacsecretariat@deped.gov.ph by accomplishing a BIS (Annex “A”). Upon receipt of an appropriately filled-out BIS, the BAC Secretariat Division will send through email the details of the DECS OSEC TRUST fund and other instructions for payment. Upon payment, interested bidders may send through email the proof of payment. Upon receipt of proof of payment, the BAC Secretariat will send the electronic copy of the Bidding Documents. 

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the DepEd BAC Secretariat microsite https://www.deped.gov.ph/bac-secretariat/, provided that interested bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

8)    Bidding will be conducted through competitive selection using non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009.

Bidding is open to all interested consultants, whether local or foreign, subject to the conditions for eligibility provided in the IRR. 

9)    The Procuring Entity shall evaluate the bids to determine the Highest Rated Bid using the Quality-Cost Based Evaluation/Selection (QCBE/QCBS) procedure. The weights to be allocated for Technical Proposal is 70% and Financial Proposal is 30%. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders (ITB).

10)     The contract shall be completed within Thirty-Two (32) calendar days from the receipt of the Notice to Proceed.

11)    All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.

12)    The certification as to the current workload relative to capacity shall be made in accordance with the ITB in relation to Technical Proposal Form (TPF) 5 therein.

13)    The DepEd reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of RA No. 12009 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
