REQUEST FOR EXPRESSION OF INTEREST

FOR THE

Procurement of Managed ICT Services: Media Intelligence and Centralized Ticketing Support

1) The Department of Education (DepEd), through the Information and Communications Technology Service – User Support Division (ICTS-USD), intends to apply the sum of Philippine Pesos One Hundred Fifteen Million and 00/100 (PhP115,000,000.00) only, from the 2025 DepEd Computerization Program (DCP) (Continuing Fund), being the Approved Budget for the Contract (ABC) to payments under the contract for the Project, Procurement of Managed ICT Services: Media Intelligence and Centralized Ticketing Support. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.

2) The Department of Education (DepEd), through the Bids and Awards Committee (BAC) V, invites interested parties to submit Short-Listing documents for the procurement of managed ICT services. The project aims to enhance DepEd’s responsiveness and operational efficiency by implementing:

• Real-time media monitoring and sentiment analysis; and
• A centralized ticketing system for managing incidents and concerns.

The procurement will be conducted through competitive bidding, prioritizing solutions that are secure, scalable, and delivered through Software-as-a-Service (SaaS) platforms, with consideration for participation of local industry providers.

Short-Listing documents of interested consultants must be duly received by the BAC V Secretariat on or before June 15, 2026, at 10:00 A.M. (Philippine Standard Time) at the Office Facility of the former Systems Division, DepEd Complex, Meralco Ave., Pasig City. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion.

3) Interested bidders may obtain further information from DepEd Procurement Management Service – BAC Secretariat Division and inspect the Bidding Documents at the address given below from Mondays to Fridays, from 8:00 a.m. to 5:00 p.m.

4) The bidding documents can be purchased on or before the deadline for the submission of bids by either of the following:

a. A complete set of Bidding Documents may be purchased by interested bidders on June 8, 2026 from the DepEd Procurement Management Service – BAC Secretariat Division, Room 512, 5th Floor, Mabini Building, DepEd Complex, Meralco Avenue, Pasig City upon payment of the applicable fee for the Bidding Documents to the DepEd Cashier, pursuant to the latest Guidelines issued by the GPPB, in the amount of Philippine Pesos Fifty Thousand and 00/100 (PhP50,000.00).

Payment in checks should be made payable to DECS OSEC TRUST.

b. Interested bidders may signify their intent to purchase the bidding documents through the email depedcentral.bacsecretariat@deped.gov.ph by accomplishing a BIS (Annex “A”). Upon receipt of an appropriately filled-out BIS, the BAC Secretariat Division will send through email the details of the DECS OSEC TRUST fund and other instructions for payment. Upon payment, interested bidders may send through email the proof of payment. Upon receipt of proof of payment, the BAC Secretariat will send the electronic copy of the bidding documents.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the DepEd BAC Secretariat microsite https://www.deped.gov.ph/bac-secretariat/, provided that interested bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

5) The BAC shall draw up the Short-List of consultants from those who have submitted Expression of Interest, including the Short-Listing documents, and have been determined as eligible in accordance with the provisions of Republic Act (RA) No. 12009, otherwise known as the “New Government Procurement Act”, and its Implementing Rules and Regulations (IRR). The Short-List shall consist of not more than five (5) prospective bidders. In case of one (1) or less than the required number apply for eligibility and Short-Listing, pass the eligibility check, and/or the minimum score required in the Short-Listing, the BAC shall consider the same who will be entitled to submit bids manually. The criteria and rating system for Short-Listing are:

I. Experience and Capability of the Firm - 30 pts
II. Current Workload - 20 pts
III. Availability of the required personnel of the Firm - 50 pts

The firm must garner a minimum rating of seventy-five points (75 pts) to be Short-Listed.

6) Bidding will be conducted through competitive selection using non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009.

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

7) The Procuring Entity shall evaluate bids to determine the Highest Rated Bid using the Quality-Cost Based Evaluation/Selection (QCBE/QCBS). The Procuring Entity shall indicate the weights to be allocated for the Technical and Financial Proposals. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.

8) Short-Listing Documents must be received by the Bids and Awards Committee V, BAC Secretariat Division, Procurement Management Service, Department of Education, Room M-512, 5th Floor, Mabini Building, DepEd Complex, Meralco Avenue, Pasig City on or before June 15, 2026, at 10:00 A.M. (Philippine Standard Time).

9) The contract shall be completed within twelve (12) months from the receipt of the Notice to Proceed.

10) All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in Instruction to Bidders (ITB) Clause 16.

11) The certification as to the current workload relative to capacity shall be made in accordance with the Instructions to Bidders in relation to Technical Proposal Form (TPF) 5 therein.

12) DepEd will hold a Pre-Short-Listing Conference meeting for this Project on June 11, 2026, at 10:00 A.M. (Philippine Standard Time) at the Office Facility of the former Systems Division, DepEd Complex, Meralco Ave., Pasig City.

13) The DepEd reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of RA No. 12009 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
