PROCUREMENT OF ONE (1) EMERGENCY RESPONSE TRUCK

The barangay government of Matina 74‑A in Davao City is seeking to purchase a single emergency response truck to strengthen its emergency management and public safety operations. The procurement is intended to equip local responders with a dedicated vehicle capable of rapid deployment to incidents ranging from natural disasters to medical emergencies, thereby enhancing the barangay’s ability to provide timely assistance to its residents. By acquiring this specialized truck, the barangay aims to reduce response times and improve coordination with regional emergency services.

The truck will be supplied in accordance with the public bidding process defined in the implementing rules and regulations, and will serve as a critical asset for emergency response activities within the jurisdiction. All specifications of the vehicle must adhere to the applicable standards governing emergency response vehicles, ensuring it meets the required operational, safety, and performance criteria. The purchase reflects a commitment to safeguarding community well‑being through timely and efficient emergency service provision. The truck shall be compliant with all implementing rules and regulations governing emergency response vehicles.

The Barangay Matina Crossing 74-A of Davao City, through HOPE and its BAC, shall identify a supplier for the project, to wit:

Project Name: PROCUREMENT OF ONE (1) EMERGENCY RESPONSE VEHICLE/TRUCK

Approved Budget for the Contract: Php 2,500,000.00

Delivery Period : 15 calendar days from receipt of Notice to Proceed

Identified Bidder has experienced in undertaking similar single project within the last two (2) years with amount of at least 50% of the proposed project for bidding for non expendable supplies and 25% for expendable supplies, in case applicable. The eligibility check/screening as well as the Preliminary Examination of Bid will undergo a non-discretionary “pass/fail” criteria. Post Qualification shall be conducted.

All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre-bidding Conference/s, Evaluation of Bids, Post Qualification and Award of Contract shall be governed by the pertinent provisions of R.A. 9184 and its IRR.

3) Bid Evaluation (Qualifying) upon receipt of negotiated documents
4) Post Qualification 7 calendar days
5) Notice of Award 7 calendar days

Bid document will be available at the BAC Office, Barangay Matina Crossing 74-A, Km 5 Mac Arthur Highway, Matina, Davao City, the identified bidder upon payment of a non-refundable fee in the amount of: Php 5,000.00 as BAC Trust Fund for Project with ABC of more than 1 Million up to 5 Million to the Barangay Treasurer through BAC Office Assistant Secretary and will issue an acknowledgement receipt. BID docs may be downloaded at the Phil-GEPS website.

Bidder/supplier must be able to log-in in the Philippine Government Electronic Procurement System (Philgeps) wherein the name of the company will be reflected in the Document Request List of the Bid Notice Abstract of the Procuring Entity.

The BID AND AWARDS COMMITTEE of Barangay Matina Crossing 74-A reserves the right to accept any bid, and to annul the bidding process and reject all bids at any time prior to the contract award, without thereby incurring any liability to the affected bidder/s and assumes no responsibility whatsoever to compensate or indemnify the latter for any expenses incurred in the preparation of their bids.

The Committee reserves the right to cancel or postpone the date of bidding with or without prior notice to identified or prospective bidder.
