The Dangerous Drugs Board seeks a qualified consulting firm to provide structured systems analysis and design services for the integration of several critical information platforms, namely the Registration and Licensing Information System, the Dangerous Drugs and Controlled Precursors and Essential Chemicals Monitoring System, the Online Application for Certification and Exemption Information System, and the Import and Export Permit System. The engagement requires the consultant to conduct comprehensive analysis, design, and integration of these systems to ensure cohesive data exchange, reporting, and user functionality across the board’s drug‑control and licensing operations. The consulting services encompass a full scope that includes requirement gathering, system architecture specification, interface design, and the deployment of integration solutions that align with governmental information technology standards.

Eligible bidders must demonstrate proven experience in structured systems analysis and design, provide evidence of compliance with the Data Privacy Act of 2012, supply detailed qualifications of principal and key staff, and certify their current workload relative to capacity. The contract must be executed within sixty days of the Notice to Proceed, with all bids accompanied by a bid security in the prescribed form. The consultation will be conducted under the Philippine Procurement Act, with a requirement that at least sixty percent of ownership or capital stock is held by Filipinos. The selected consultant will be tasked with ensuring seamless integration of the aforementioned systems while preserving data integrity and security. All work must comply with Data Privacy Act of 2012.

1) The Dangerous Drugs Board (DDB), through the General Appropriations Act (GAA) 2025 intends to apply the sum of Three Million Eight Hundred Thousand Pesos (PHP 3,800,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the consulting services Procurement of Service for Structured Systems Analysis and Design (SSAD) for the Integration of the Registration and Licensing Information System (RLIS), Dangerous Drugs and Controlled Precursors and Essential Chemicals Monitoring System (DDCPEC-MS), Online Application For Certification and Exemption Information System (OACEIS) and Import and Export Permit System (IEPS). Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.

2) The DDB now calls for the submission of short-listing documents for the Procurement of Service for Structured Systems Analysis and Design (SSAD) for the Integration of the Registration and Licensing Information System (RLIS), Dangerous Drugs and Controlled Precursors and Essential Chemicals Monitoring System (DDCPEC-MS), Online Application For Certification and Exemption Information System (OACEIS) and Import and Export Permit System (IEPS). Short-listing documents of interested consultants must be duly received by the Bids and Awards Committee (BAC) Secretariat on or before 08 June 2026 at 9:00 AM, at 3rd Floor DDB-PDEA Bldg., National Government Center, NIA Road, Brgy. Pinyahan, Quezon City. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion.

3) Interested bidders may obtain further information from DDB and inspect the Bidding Documents at the address given below from 08:00 AM to 04:00 PM.

4) A complete set of Bidding Documents may be acquired by interested Bidders on 25 May 2026 from the given address below 3rd Floor DDB-PDEA Bldg., National Government Center, NIA Road, Brgy. Pinyahan, Quezon City and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (PHP 5,000.00).

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

5) The BAC shall draw up the short-list of consultants from those who have submitted Expression of Interest, including the short-listing documents, and have been determined as eligible in accordance with the provisions of Republic Act (RA) No. 12009, otherwise known as the “New Government Procurement Act”, and its Implementing Rules and Regulations (IRR). The short list shall consist of at least three (3) prospective bidders who will be entitled to submit bids manually. The criteria and rating system for short-listing are:

I. Applicable Experience of the Consulting Firm
- Conduct of Systems Analysis and Design (SSAD)
- Compliance with the Data Privacy Act of 2012 50%
II. Qualification of Principal and Key Staff to be assigned
- List of team/staff to be assigned
- CV of Staff to be assigned 30%
III. Current Workload Relative to Capacity 20%
TOTAL 100%

6) Bidding will be conducted through competitive selection using non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of RA No. 12009.

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

7) The Procuring Entity shall evaluate bids to determine the Highest Rated Bid using the Quality Based Evaluation/Selection (QBE/QBS) procedure. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.

8) Short-Listing Documents must be received by the Procuring Entity’s BAC at the address indicated in the Request for Expression of Interest before the date and time indicated in the SDS.

9) The contract shall be completed within Sixty (60) days upon acceptance of Notice to Proceed.

10) All Bids must be accompanied by bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.

11) The certification as to the current workload relative to capacity shall be made in accordance with the Instructions to Bidders in relation to TPF 5 therein.

12) Bid opening shall be on 29 June 2026, 11:00 AM at 3rd Floor DDB-PDEA Bldg., National Government Center, NIA Road, Brgy. Pinyahan, Quezon City. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.

13) The DDB reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of RA No. 12009 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
