Procurement Project: Supply, Delivery, Installation and Commissioning of Electronic Pressure, Velocity, and Action Time (EPVAT) System with Optical Target Scoring System (OTSS)

1) The Government Arsenal, through the Continuing Appropriations FY 2025 intends to apply the sum of Thirty Million Pesos only (PhP30,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Procurement Project: Supply, Delivery, Installation and Commissioning of Electronic Pressure, Velocity, and Action Time (EPVAT) Measurement System with Optical Target Scoring System (OTSS). Bids received in excess of the ABC shall be automatically rejected at bid opening.

2) The Government Arsenal now invites bids for Procurement Project: Supply, Delivery, Installation and Commissioning of Electronic Pressure, Velocity, and Action Time (EPVAT) Measurement System with Optical Target Scoring System (OTSS) using the Lowest Calculated Responsive Bid. Delivery, Installation and Commissioning of the Goods is required within 210 calendar days from the receipt of Notice to Proceed (NTP). Bidders should have completed, within ten (10) years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

3) Bidding will be conducted through competitive bidding procedures using a non discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009. Bidding is open to all interested Bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR.

4) Interested Bidders may obtain further information from Government Arsenal Bids and Awards Committee (GA BAC) and inspect the Bidding Documents at the address and website given below from 8:00A.M. – 3:00P.M., Monday to Friday excluding holidays.

5) A complete set of Bidding Documents may be acquired by interested Bidders on June 24, 2026 from the address given below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of PhP25,000.00.

It may also be downloaded free of charge from the website of the Modernized Philippine Government Electronic Procurement System (MPhilGEPS) and the website of the Government Arsenal, provided that Bidders shall pay the applicable fee for the Bidding Documents. For cash payment, bidders can pay from 8:00A.M. – 12:00P.M., Monday to Friday excluding holidays but not later than the time and date of submission of their bids. The schedule of requirements, technical specifications, test and acceptance procedure and price schedule shall not be uploaded to the website of the Modernized Philippine Government Electronic Procurement System (MPhilGEPS) and the website of the Government Arsenal. Such may be acquired upon formal request to GA BAC and submission of the original duly executed and notarized Confidentiality and Non Disclosure Agreement. Disclosure of any information about the project without the approval of the Procuring Entity may be a ground for Blacklisting.

6) The GA BAC will hold a Pre-Bid Conference on July 1, 2026, 9:00A.M. at Conference Room, Gusaling Jacinto L. Papa Jr. (Admin Building) Government Arsenal, DND Camp General Antonio Luna, Lamao, Limay, Bataan, which shall be open to prospective Bidders.

7) Bids must be duly received by the GA BAC Secretariat through manual submission at the office address indicated below, on or before July 15, 2026, 9:00A.M. Late bids shall not be accepted.

8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.

9) Bid opening shall be on July 15, 2026, 9:00A.M. at Conference Room, Gusaling Jacinto L. Papa Jr. (Admin Building) Government Arsenal, DND Camp General Antonio Luna, Lamao, Limay, Bataan. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

10) In relation to item number 6 above, the GA BAC will conduct the pre-bidding conference via face-to-face meeting. The schedule of requirements, technical specifications, test and acceptance procedure and price schedule to be presented shall be prohibited to be video recorded or photographed. Such may be acquired upon formal request to GA BAC and submission of the original duly executed and notarized Confidentiality and Non-Disclosure Agreement.

11) The GA BAC reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 704 of R.A. No. 12009, without incurring any liability to the affected Bidder or Bidders. In case the said date of pre-bid and bid opening fall on a Holiday, or a fortuitous event or was announced as a non-working day, the pre-bid and bid opening will be held on the next working day.
