Description

The Office of the Ombudsman, through the General Appropriation Act For FY 2026 intends to apply the sum of Five Million Pesos (₱5,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Public Bidding for the Consulting Services for the Preparation of the Terms of Reference (TOR) and Procurement Documentation for the Acquisition of a Case Management System of the Office of the Ombudsman with Project Identification No. PB2026-002.

Short-listing documents of interested consultants must be duly received by the Bids and Awards Committee (BAC) Secretariat on or before 05 October 2026 (Monday), 02:00PM at BAC-Main Secretariat Office, Office of the Ombudsman, Ground Floor Ombudsman Annex Building, Sen. Miriam Defensor-Santiago Avenue (formerly Agham Road), Barangay Bagong Pag-asa, Diliman, Quezon City.

The Office of the Ombudsman will hold an online Pre-Eligibility Conference on 25 September 2026 (Friday) at 01:30PM via Google Meet Application.

Interested bidders may obtain further information from Office of the Ombudsman-Bids and Awards Committee Secretariat-Main (BAC Sec-Main) and inspect the Bidding Documents at the address given below from Monday to Friday, between 08:00AM to 05:00PM.

The BAC shall draw up the short-list of consultants from those who have submitted Expression of Interest, including the short-listing documents, and have been determined as eligible in accordance with the provisions of Republic Act (RA) No. 12009, otherwise known as the “New Government Procurement Act”, and its Implementing Rules and Regulations (IRR). The short-list shall consist of a maximum of three (3) highest-rated eligible prospective bidders pursuant to Section 53.1.2 of the IRR of RA 12009

The Procuring Entity shall evaluate bids to determine the Highest Rated Bid using the Quality-Cost Based Evaluation/Selection (QCBE/QCBS) procedure.

The contract shall be completed within four (4) months upon receipt of the Notice to Proceed (NTP).

Bid Opening of the short-listing documents shall be on 06 October 2026 at 09:30A.M. through video conferencing via Google Meet application (face-to-face for the BAC Secretariat Main personnel).
