Public Bidding for the Engagement of a Consultant for the Conduct of a Structural Integrity Study of the Three (3) Piers Inside the San Fernando International Seaport (SFIS)

REQUEST FOR EXPRESSION OF INTEREST FOR THE

ENGAGEMENT OF A CONSULTANT FOR THE CONDUCT OF A STRUCTURAL INTEGRITY STUDY OF THE THREE (3) PIERS INSIDE THE SAN FERNANDO INTERNATIONAL SEAPORT (SFIS)

1. The Poro Point Management Corporation, through the PPMC Corporate Budget for CY 2026 intends to apply the sum of Six Million Pesos (Php 6,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Engagement of a Consultant for the Conduct of Structural Integrity Study of the three (3) Piers inside the San Fernando International Seaport (SFIS)/ PPMC- 05. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.

1. The Poro Point Management Corporation now calls for the submission of short-listing documents for the Engagement of a Consultant who will provide a Comprehensive Assessment on the Structural Integrity of the three (3) Piers inside the San Fernando International Seaport (SFIS), Poro, City of San Fernando, La Union,  but not limited to the following activities such as the following: 1)  As-Built Verification and Field Measurement (As-Found Verification); 2) Material Extraction and Data Analysis; 3) Design Modeling and Analysis; and 4) Preparation of the Final Investigation Reports using the Fit-for-Purpose and Proportional approaches, if applicable. Short-listing documents of interested consultants must be duly received by the Bids and Awards Committee (BAC) Secretariat on or before August 4, 2026 at 9:00 am at Poro Point Management Corporation, Poro, City of San Fernando, La Union. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion.

1. Interested bidders may obtain further information from Poro Point Management Corporation and inspect the Bidding Documents at the address given below from 8:00 a.m.  to 5: 00 p.m.

1. A complete set of Bidding Documents may be acquired by interested Bidders starting July 6, 2026 from 8:00 a.m.  to 5: 00 p.m. or until the deadline for submission of Eligibility and Short-listing documents on July 28, 2026 before 10:00 a.m.   from the given address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Ten Thousand Pesos (Php 10,000.00).

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

1. The BAC shall draw up the short-list of consultants from those who have submitted Expression of Interest, including the short-listing documents, and have been determined as eligible in accordance with the provisions of Republic Act (RA) No. 12009, otherwise known as the “New Government Procurement Act”, and its Implementing Rules and Regulations (IRR). The short-list shall consist of five (5) prospective bidders who will be entitled to submit bids manually.

The criteria and rating system for short-listing are:

1. Applicable experience and capability of the firm – in case of joint ventures, considering both the overall experience of the firms or, in the case of new firms, the individual experiences of the principal and key staff - including the times when employed by other consultants (40 points);

1. Qualification of personnel who may be assigned to the Project vis-à-vis extent and complexity of the undertaking (50 points); and

1. Current Workload Relative to Capacity (10 points).

The criteria and rating system for the short listing of Consultants shall be provided in detail

in the Eligibility Data Sheet.

1. To discuss the Eligibility and Short-listing documents, Poro Point Management Corporation will hold a Pre-eligibility Conference on July 14, 2026 at 9:00 A.M. which shall be open to prospective bidders. The pre-bid conference will be conducted in a hybrid format, offering participants the option to attend either face-to-face at the given address below or through videoconferencing using the Zoom platform.

1. Bidding will be conducted through competitive selection using non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of RA No. 12009.

1. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

1. The Procuring Entity shall evaluate bids to determine the Highest Rated Bid using the Quality-Cost Based Evaluation/Selection (QCBE/QCBS) procedure. The Procuring Entity shall indicate the weights to be allocated for the Technical and Financial Proposals. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.

1. Short-Listing Documents must be received by the Procuring Entity’s BAC at the address indicated in the Request for Expression of Interest before the date and time indicated in the SDS.

1. The contract shall be completed within One Hundred Fifty (150) Calendar Days upon the issuance of the Notie to Proceed (NTP).

1. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.

1. The certification as to the current workload relative to capacity shall be made in accordance with the Instructions to Bidders in relation to TPF 5 therein.

1. The Poro Point Management Corporation reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
