Purchase of office equipment's to be used in Electronic Medical Records implementation and PhilHealth Encoding

The Municipality of Calinog is procuring a comprehensive suite of office equipment to support the deployment of an electronic medical records (EMR) system and the required PhilHealth encoding activities. The purchase includes high‑performance laptops equipped with fast processors, SSD storage, integrated graphics and modern wireless connectivity; specialty webcams with 4K capture, AI‑powered tracking, and privacy controls; an all‑in‑one printer capable of high‑resolution printing, scanning, and copying; desktop computers featuring the latest generation Intel CPUs, substantial memory and storage, secure boot and TPM 2.0, and dual‑monitor support; and a wireless router providing 2.4 / 5 GHz networking with an external antenna and 100 Mbps modem connectivity. These devices will provide reliable processing power, reliable imaging and print capabilities, and robust network connectivity essential for handling patient records and interfacing with the PhilHealth system.

All equipment must meet current Philippine Information Technology Standards for security, interoperability, and compatibility with PhilHealth systems.

INVITATION TO BID FOR THE PURCHASE OF OFFICE EQUIPMENT'S TO BE USED IN ELECTRONIC MEDICAL RECORDS IMPLEMENTATION AND PHILHEALTH ENCODING

" The Local Government Unit of Calinog, through the PHILHEALTH TRUST FUND intends to apply the sum of SEVEN HUNDRED FOURTEEN THOUSAND PESOS (Php. 714,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the PURCHASE OF OFFICE EQUIPMENT'S TO BE USED IN ELECTRONIC MEDICAL RECORDS IMPLEMENTATION AND PHILHEALTH ENCODING. Bids received more than of the ABC shall be automatically rejected at bid opening.

2. The Local Government Unit of Calinog now invites bids for, with the following Item/Description. Delivery of the Goods is required within Thirty (30) Calendar Days upon the issuance of Purchase Order (PO) and Notice to Proceed (NTP). Bidders should have completed, within the last one (1) year from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly in Section II. Instructions to Bidders.

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 12009, otherwise known as the “New Government Procurement Act”.

4. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.

5. Interested bidders may obtain further information from BAC Secretariat of Local Government of Calinog, BAC Office, 3rd Floor, Calinog New Government Center, Quezon St., Poblacion Ilaya, Calinog, Iloilo and inspect the Bidding Documents at the address given below during 7:00 am to 6:00 pm from Monday to Thursday.

6. A complete set of Bidding Documents may be acquired by interested Bidders on July 09, 2026, to August 09, 2026, from the address below and upon payment of a non-refundable fee for the Bidding Documents in the amount of One Thousand Pesos (1,000.00).

7. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

8. The Local Government Unit of Calinog will hold a Pre-Bid Conference on July 16, 2026, 9:00 a.m. at BAC Office, 3rd Floor, Calinog New Government Center, Quezon St., Poblacion Ilaya, Calinog, Iloilo which shall be open to prospective bidders.

9. Bids must be duly received by the BAC Secretariat through manual submission at the address below on or before 9:00 a.m. of August 10, 2026. Late bids shall not be accepted.

10. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.

11. Bid opening shall be on 9:00 a.m. of August 10, 2026, at BAC Office, 3rd Floor, Calinog New Government Center, Quezon St., Poblacion Ilaya, Calinog, Iloilo. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below.

12. The Local Government Unit of Calinog reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of RA 12009 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
