AI Summary

The Bases Conversion and Development Authority has reopened a tender for the procurement of consulting services to provide construction management and supervision for the Hacienda Luisita Interchange Expansion Project in Tarlac. The services are intended to oversee all phases of the construction work, ensuring compliance with engineering standards, safety regulations, and project schedules. The authority is re‑bidding the contract under its 2026 Corporate Operating Budget, inviting qualified consultants to submit expressions of interest and eligibility documentation by 2 July 2026.

During the pre‑eligibility conference on 16 June 2026, the Bids and Awards Committee will evaluate candidates according to a pass/fail system that incorporates relevant project experience, the qualifications of key personnel, and the current workload of the applicant relative to its capacity. Successful firms will be shortlisted for quotation and thereafter their proposals will be assessed through a Quality‑Cost Based Evaluation, which assigns eighty percent weight to the technical component and twenty percent to the financial component, in line with the implementing rules of Republic Act No. 12009.

The contract duration is capped at 240 calendar days or until the issuance of a Certificate of Completion, whichever occurs first. All submissions must include the prescribed bid security and a certification of workload capacity, and the consultant must demonstrate the requisite experience, key personnel qualifications, and capacity to accept the assignment within the stipulated quality‑cost based evaluation framework.
