EXPRESSION OF INTEREST
FOR
REBIDDING OF HIRING OF CONSULTANCY SERVICES FOR THE CONDUCT OF EVALUATION OF SELECTED RICE AND CORN BANNER PROGRAM INTERVENTIONS FOR THE ILOCOS REGION
Component 1 - Outcome/Process Evaluation of the Provision of Seeds, Fertilizers, and Machinery under the Rice Program's Production Support Services;
Component 2 - Outcome Evaluation of Yellow and White Corn Production Enhancement Program; and
Component 3 - Impact Evaluation of Completed Recirculating Dryers in Region 1
1. The Department of Agriculture – Regional Field Office 1 (DA-RFO 1), through the GAA FY 2026, intends to apply the sum of Four Million Three Hundred Thousand Pesos (Php4,300,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the REBIDDING OF HIRING OF CONSULTANCY SERVICES FOR THE CONDUCT OF EVALUATION OF SELECTED RICE AND CORN BANNER PROGRAM INTERVENTIONS FOR THE ILOCOS REGION, with identification number DA-RFO 1-2026-CS-001. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.
2. The DA-RFO 1 now calls for the submission of eligibility documents for consultancy services for the conduct of impact/outcome evaluation of completed interventions of DA-RFO 1. Eligibility documents of interested consultants must be duly received by the BAC Secretariat on or before 04 June 2026, 10:00 AM at DA-RFO 1, 5th Floor Conference Room, Aguila Road, Sevilla, City of San Fernando, La Union. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion.
3. Interested bidders may obtain further information from DA-RFO 1 and inspect the Bidding Documents at the address given below during office hours from 8:00 AM to 5:00 PM, Monday to Friday.

4. A complete set of Bidding Documents may be acquired by interested Bidders on June 22, 2026 to July 6, 2026 from the address given and websites below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of PhP5,000.00.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
5. The BAC shall draw up the short list of consultants from those who have submitted Expression of Interest, including the eligibility documents, and have been determined as eligible in accordance with the provisions of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”, and its Implementing Rules and Regulations (IRR).
The short list shall consist of top three (3) qualified prospective bidders scoring at least 75% will be entitled to submit bids. The criteria and rating system for short listing are:

6. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the IRR of RA 9184.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
7. The Procuring Entity shall evaluate bids using the Quality-Cost Based Evaluation (QCBE)procedure. Proposals shall be evaluated during the Quality-Cost Based Evaluation (QCBE) at a ratio of 65% for the Technical Proposal and 35% for the Financial Proposal.
8. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.
9. The contract shall be completed within three hundred (300) calendar days from the receipt of Notice to Proceed.
10. The DA-RFO 1 reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
