1) The Provincial Government of Northern Samar, through the SP Ordinance No. 07 series of 2026, dated April 13, 2026 amended by SP Ordinance No. 24 series of 2026, dated May 20, 2026 (Loan – Domestic) intends to apply the sum of Ninety Nine Million Nine Hundred Ninety Seven Thousand Three Hundred Ninety Nine Pesos and 04/100 Only (99,997,399.04) being the Approved Budget for the Contract (ABC) to payments under the contract for NS-08-28-26-05 Rehabilitation (Construction) of Mondragon – Silvino Lubos Road, Phase II Silvino Lubos, Northern Samar. Bids received in excess of the ABC shall be automatically rejected at bid opening.

Completion of the Works is required 630 Calendar days, Bidders should have completed, within from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB).
3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
4) Interested bidders may obtain further information from BAC Office of Provincial Government of Northern Samar and inspect the Bidding Documents at the address given below from 8:00 AM-5:00 PM working days.
5) A complete set of Bidding Documents may be acquired by interested bidders on August 28 – September 22, 2026 from the address below {Insert if necessary: and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Php50,000.00.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
6) The Provincial Government of Northern Samar will hold a Pre-Bid Conference on September 8, 2026 9:00 AM at NIPA Conference Room 2nd Floor New Capitol Bldg. Brgy. Dalakit Catarman N. Samar for Pre-Bid Conference, if applicable] and/or through video conferencing via [insert website, application or technology to be used], which shall be open to prospective bidders.
