The Barangay II‑Poblacion of La Carlota City is soliciting a contract to rehabilitate the covered court stage at Sitio Carolina. The scope of work includes the demolition and replacement of existing structural elements such as reinforced concrete, masonry, and corrugated metal roofing, followed by the installation of new structural steel frameworks and comprehensive painting of the stage. In addition, the project encompasses the supply and installation of electrical conduits, boxes, fittings, and wiring devices, ensuring the venue meets functional and safety standards.

The rehabilitation will be completed within 45 calendar days and requires a skilled workforce consisting of welders, carpenters, painters, and laborers equipped with welding machines, grinders, and painting tools. Materials specified include Portland cement, washed sand, crushed stone, various sizes of steel bars and tie wires, GI sheets for roofing, paint primers, latex paints, PVC piping, electrical wires of 2 mm² and 3.5 mm², and safety switches, among others. 1. The Barangay II-Poblacion, La Carlota City, through the Government of the Philippines (GOP) through the Budget for the Contract approved by the Sanggunian for the year 2026 intends to apply the sum of Three Hundred Thousand Pesos (P300, 000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Rehabilitation of Cover Court Stage at Sitio Carolina, Barangay II-Poblacion, La Carlota City, Negros Occidental. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The Barangay II-Poblacion, La Carlota City, now invites bids for the above Procurement Project. Completion of the Works is required for forty-five (45) Calendar Days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

4. Interested bidders may obtain further information from Barangay II-Poblacion, La Carlota City and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM.

5. A complete set of Bidding Documents may be acquired by interested Bidders on
July 30 to August 6, 2025 from 8:00 AM to 5:00 PM from the given address and website(s)
below and upon payment of the applicable fee for the Bidding Documents, pursuant to
the latest Guidelines issued by the GPPB, in the amount of One Thousand Pesos. The
Procuring Entity shall allow the bidder to present its proof of payment for the fees in
person.

6. Bids must be duly received by the BAC Secretariat through (i) manual submission at the office address indicated below and (ii) online or electronic submission as
indicated below on or before June 3, 2026 from 8:00 AM to 5:00 PM. Late bids shall not be accepted.

7. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.

8. Bid opening shall be on June 4, 2026 at the given address below and/or through electronic mail at poblacionb63@yahoo.com. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.
