INVITATION TO BID

RENOVATION OF THE OFFICE OF THE UNIVERSITY PRESIDENT

1)         The Eastern Visayas State University-Main Campus, through the Internally Generated Fund (IGF), intends to apply the sum of Two Million Eight Hundred Ninety-Six Thousand Six Hundred Seventy-Eight Pesos and 06/100 (Php2,896,678.06), being the Approved Budget for the Contract (ABC), to payments under the contract for RENOVATION OF THE OFFICE OF THE UNIVERSITY PRESIDENT with PR No. 04-0420-26 PMO. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2)         The Eastern Visayas State University-Main Campus now invites bids for the above Procurement Project with the following lot items, using the Competitive Bidding (to be awarded to the Lowest Calculated Responsive Bid (LCRB)):

Completion of the Works is required by One Hundred Eighty (180) Calendar Days. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly in Section II. Instructions to Bidders (ITB).

3)         Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”.

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

4)         Interested bidders may obtain further information from Eastern Visayas State University-Main Campus and inspect the Bidding Documents at the address given below from Mondays to Fridays, during office hours from 8:00 A.M. to 5:00 P.M.

5)         A complete set of Bidding Documents may be acquired by interested bidders on June 27, 2026 — July 28, 2026 (except on Saturdays, Sundays & Holidays) until 1:30 PM from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (Php5,000.00).

The Procuring Entity shall allow the bidder to present its proof of payment for the fees in person or through e-mail at evsu.bacsecretariat@evsu.edu.ph.

Prospective bidders who intend to purchase the bidding documents may opt for the following mode of payment:

a.         Payment at the EVSU-Main Campus Cashiering Office (transaction hours: 8:00 AM - 3:30 PM)

i.          Step 1: Proceed to the Office of the BAC Secretariat for the issuance of                  payment slip.

ii.         Step 2: Present the payment slip to the Cashiering Office for payment                    of the bid docs fee.

iii.        Step 3: Present proof of payment/official receipt to the Office of the                       BAC Secretariat.

iv.         Step 4:  BAC Secretariat releases a copy of the PBD, its Bid Bulletin/s,                       and other attachments.

b.         Payment thru bank:

•          Bank: Development Bank of the Philippines – Tacloban City

•          Account number: 000-02627-775-4

Note: Bidder must send its proof of payment for the fees to evsu.bacsecretariat@evsu.edu.ph.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the Eastern Visayas State University-Main Campus website (www.evsu.edu.ph/philgeps-posting-2025-public-bidding/), provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

6)         The Eastern Visayas State University-Main Campus will hold a Pre-Bid Conference on July 07, 2026, at 2:00 PM, at the Office of the Vice President for Administration, Finance, and Auxiliary Services (VPAFAS) Conference Room, EVSU-Main Campus, Arch. Lino R. Gonzaga Ave., Tacloban City, Leyte, and through video conferencing via Google Meet, which shall be open to prospective bidders.

7)         Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through:

(i)         The bidder has the option to submit a bid electronically or manually on or before July 28, 2026, at 1:30 PM (BAC Secretariat time). If a bidder chooses to submit their bid electronically, the same bidder shall submit a bid manually for the same project on or before July 30, 2026, 2:00 PM, for evaluation purposes during post-Qualification. Further instructions on the submission and receipt of electronic bids are provided in BDS (ITB Clause 19); and,

(ii)        If a bidder chooses to submit manually, the manual bid shall be sufficient for evaluation purposes during the Opening of Bids, and electronic submission shall no longer be required. The same shall be submitted at the address indicated below on or before July 28, 2026, at 1:30 PM (BAC Secretariat time).

Late bids shall not be accepted.

8)         All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.

9)         Bid opening shall be conducted on July 28, 2026, at 2:00 PM at the VPAFAS Conference Room, EVSU-Main Campus, Arch. Lino R. Gonzaga Ave., Tacloban City, Leyte, and via Google Meet. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

10)       For bidders who prefer attending the Pre-Bid Conference and Bid opening online must coordinate with the BAC Secretariat prior to the schedules for the Google Meet details.

11)       The Eastern Visayas State University-Main Campus reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
