1) The Local Government Unit of Manolo Fortich through the General Fund CY 2026 intends to apply the sum of Seven Hundred Thousand Pesos (PhP 700,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for PROFESSIONAL FEE FOR FOR LEARNING AND DEVELOPMENT COMPLIANCE PROGRAM cum ISO 9001:2015 CERTIFICATION READINESS PROGRAM LOCAL GOVERNMENT UNIT OF MANOLO FORTICH. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.
2) The Local Government Unit of Manolo Fortich now calls for the submission of short-listing documents for PROFESSIONAL FEE FOR FOR LEARNING AND DEVELOPMENT COMPLIANCE PROGRAM cum ISO 9001:2015 CERTIFICATION READINESS PROGRAM LOCAL GOVERNMENT UNIT OF MANOLO FORTICH. Short-listing documents of interested consultants must be duly received by the Bids and Awards Commitee (BAC) Secretariat on or before June 23, 2026 – June 30, 2026 at 8:30 AM, BAC Conference Room, 3rd Floor NGC Building, Calanawan, Tankulan Manolo Fortich Bukidnon. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion.
3) Interested bidders may obtain further information from the Bids and Awards Committee (BAC) Secretariat at the address given from Mondays to Fridays from eight in the morning (8:00 am) to five in the afternoon (5:00 pm) and inspect the Bid Documents as posted in the following: Philippine Government Electronic Procurement System (Philgeps) website or at https://bachelper.manolofortich.gov.ph/bacmanolofortich.
4)A complete set of Bidding Documents may be acquired by interested Bidders on June 23, 2026 – July 28, 2026 from the given address and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of One Thousand Pesos (PhP 1,000.00).
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
5)The Local Government Unit of Manolo Fortich will hold a Pre-Bid Conference on July 14, 2026 at one thirty in the afternoon (1:30 PM) at the BAC Conference Rm. 3rd Floor New Government Center Bldg., Calanawan, Tankulan, Manolo Fortich, Bukidnon which shall be open to prospective bidders.
6)The BAC shall draw up the short-list of consultants from those who have submitted Expression of Interest, including the short-listing documents, and have been determined as eligible in accordance with the provisions of Republic Act (RA) No. 12009, otherwise known as the “New Government Procurement Act”, and its Implementing Rules and Regulations (IRR). DOCUMENTARY REQUIREMENTS
Interested proponents shall submit the following documents for technical evaluation:

2. Statement of Completed and Ongoing Contracts;
3. Proof of Contracts and Successful Engagements, such as Contracts, Purchase Orders, Notices of Award, Memoranda of Agreement, Certificates of Completion, Certificates of Satisfactory Performance, Acceptance Documents, Official Receipts, or other equivalent documents evidencing the completion or implementation of consultancy and learning service engagements;
4. Curriculum Vitae of Lead Consultant;
5. Copies of Academic Credentials and Professional Certifications;
6. Technical Proposal, Methodology, and Work Plan;
7. Learning and Development Compliance Framework;
8. ISO 9001:2015 Certification Readiness Framework; and
9. Other supporting documents deemed necessary by the BAC/TWG.
MINIMUM PASSING SCORE
Only proponents obtaining a technical score of at least Seventy (70) Points shall be considered Technically Responsive and shall proceed to the financial proposal evaluation or negotiation stage, subject to applicable government procurement laws, rules, and regulations.
7)Bidding will be conducted through competitive selection using non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of RA No. 12009.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
8)The Procuring Entity shall evaluate bids using the Quality Based Evaluation (QBE) procedure. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.
9)Short-Listing Documents must be received by the Procuring Entity’s BAC at the address indicated in the Request for Expression of Interest on or before June 30, 2026 at 8:30 AM. Late bids shall not be accepted.
10)The contract shall be completed within 5 months upon receipt of Notice to Proceed.
11)All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.
12)The certification as to the current workload relative to capacity shall be made in accordance with the Instructions to Bidders in relation to TPF 5 therein.
13)The Local Government of Manolo Fortich reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of RA No. 12009 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
