The intent of the procurement is to provide a reliable supply of the drug to meet the immediate medical needs of the local population and to reduce out‑of‑pocket expenses for patients managing diabetes. The administrative framework for the procurement is governed by the Republic of the Philippines’ public procurement statutes, and the goods are to be delivered within a strict fifteen‑calendar‑day timeframe.

The insulin product must be packaged in standard vials suitable for sterile injection and should comply with the dosage strength and concentration specified by national pharmaceutical regulations. Bidders are expected to include all relevant documentation that demonstrates qualification, legal eligibility, and the capacity to deliver the full quantity within the stipulated schedule. In addition, the vending entity must present manufacturer authorization and confirm that each vial meets the required pharmacological quality standards.

1. The Municipality of Porac, through the General Fund intends to apply the sum of One Million Three Hundred Twenty Thousand Pesos (P 1,320,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for 2026-160 - Supply and Delivery of 6,000 vials of Human Insulin 70/30 to address the immediate needs of our constituency in terms of adequate medical care and relief from out of pocket expenses. Bids received in excess of the ABC shall be automatically rejected at bid opening.
2. The Municipality of Porac now invites bids for Supply and Delivery of 6,000 vials of Human Insulin 70/30 to address the immediate needs of our constituency in terms of adequate medical care and relief from out of pocket expenses. Delivery of Goods is required Fifteen (15) Calendar Days. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.
3. Bids will be evaluated and awarded to the MEARB (Most Economically Advantageous Responsive Bid).
4. Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009.

i) Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.
ii) Bidding is open to all interested Bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR.

5. Interested Bidders may obtain further information from Municipality of Porac and inspect the Bidding Documents at the address given below from 8:00 a.m. to 5:00 p.m.

6. A complete set of Bidding Documents may be acquired by interested Bidders from the General Services and Procurement Office, Municipal Hall, Cangatba, Porac, Pampanga upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, of a non-refundable in the amount of P 5,000.00.

7. The Municipality of Porac will hold a Pre-Bid Conference on October 15, 2026 (Thursday), 2:00 p.m. at Municipal Hall, Cangatba, Porac, Pampanga which shall be open to prospective Bidders.

8. Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the General Services and Procurement Office, Mun. Hall, Cangatba, Porac, Pampanga on or before October 27, 2026 (Tuesday), 1:30 p.m. Late bids shall not be accepted.

9. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.

10. Bid opening shall be on October 27, 2026 (Tuesday), 2:00 p.m. at Municipal Hall, Cangatba, Porac, Pampanga. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

a.) Legal Eligibility Documents:
• PhilGEPS Certificate of Registration and Membership (Platinum) or similar registration.
• Statement of all ongoing and completed government/private contracts.
• Statement of the bidder's Single Largest Completed Contract (SLCC).
b.) Financial Eligibility Documents:
• Audited Financial Statements (AFS) stamped received by the BIR.
• Computation of Net Financial Contracting Capacity (NFCC) or Committed Line of Credit.
c.) Technical Requirements:
• Bid Security (in the approved forms, amount, and validity period).
• Conformity with Technical Specifications (e.g., brochure, manufacturer's authorization, etc.).
• Schedule of Requirements (delivery timeline).
• Omnibus Sworn Statement.
 Financial Component (Second Envelope)

6. The Municipality of Porac reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without incurring any liability to the affected Bidder or Bidders.
