• Documentary Requirements
  The bidder shall submit the following during bid submission or as

           required by procurement rules:

• Manufacturer's product brochure or official technical datasheet demonstrating compliance with all required technical specifications.

• Manufacturer's Authorization or Certificate of Authorized Reseller/Dealer (to be submitted upon award or prior to delivery to prove authorized distribution channels).

• Warranty statement and terms, including the official list of authorized Philippine service center(s) complete with company name, address, and contact details.

• Statement of compliance backed by official manufacturer documentation.

• Product Authenticity, Quality, and Support Requirements

  • Brand-New and Genuine: The offered equipment shall be brand-new, unused, factory-original, and strictly not refurbished, reconditioned, remanufactured, demo, open-box, surplus, or gray-market units.

  • Current Production Model: The offered laptop must belong to a globally recognized brand's current corporate/business production line at the time of bid submission and shall not be officially discontinued or end-of-life.

  • Sourcing & Distribution: Products must be sourced through the manufacturer's authorized distribution channel.

  • Warranty & After-Sales: Minimum one-year (preferably three years) manufacturer's warranty for parts and labor, valid in the Philippines. Warranty service and replacement parts must be available through manufacturer-authorized service center(s) or authorized on-site support in the country.

  • Updates & Compliance: The manufacturer shall provide official firmware, driver, and OS updates through its support website. The model must comply with internationally recognized certifications (e.g., CE, FCC, RoHS, Energy Star, EPEAT, or equivalent).

• Delivery Period and Functional Requirements

  • Delivery Period: Must be within thirty (30) calendar days upon receipt of the approved Purchase Order (PO) or Notice to Proceed (NTP), whichever is applicable.

  • Functional Scope: The delivered units shall be capable of handling intensive office productivity software, large spreadsheets, seamless multitasking, high-definition video conferencing, and smooth connection to external displays, supplied complete with all standard accessories required for normal operation.

• Bidder Qualifications

• Business Experience: The bidder must have been continuously engaged in the legitimate supply, distribution, sale, or delivery of computers, laptops, or other related ICT equipment for at least ten (10) years prior to the deadline for submission of bids.

• Contract Experience: The bidder must have successfully completed at least two (2) contracts involving the supply and delivery of laptops, desktop computers, or comparable ICT equipment within the last three (3) years prior to the deadline for submission of bids.

• SLCC: At least one (1) of the completed contracts shall meet the applicable Single Largest Completed Contract (SLCC) requirement prescribed under Republic Act No. 9184, its IRR, the bidding documents, and other applicable procurement rules.
