SUPPLY AND DELIVERY OF RICE FOR INDIGENT FAMILIES IN CALUMPIT, BULACAN

The Municipal Government of Calumpit, Bulacan, is inviting qualified suppliers to provide rice for indigent families within the municipality. IB NO. 2026-06-16- GOODS

1. The Municipal Government of Calumpit, through the Local Expenditure Program, intends to apply the sum of Five Million Pesos Only (₱5,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Supply and Delivery of Rice for Indigent Families in Calumpit, Bulacan (Project ID No. 2026-06-16-GOODS). Bids received in excess of the ABC shall be automatically rejected at bid opening. The period for the performance of the obligations under the Contract shall not go beyond the validity of the appropriation for the Project.

2. The Municipal Government of Calumpit now invites bids for the above-entitled Procurement Project. Delivery of the Goods is required within thirty (30) calendar days as specified in Section VI (Schedule of Requirements) of the Bidding Documents. Bidders should have completed, within the period of five years , a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly in Section II (Instructions to Bidders).

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2025 Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 12009, otherwise known as the New Government Procurement Act (NGPA). Prospective Bidders may obtain further information from the Municipal Government of Calumpit-Bids and Awards Committee (BAC) Secretariat through the contact details given below and inspect the Bidding Documents as posted on the PhilGEPS website.

4. A complete set of Bidding Documents may be acquired by interested Bidders beginning June 18, 2026, from the given address below and upon payment of a fee in the amount of Five Thousand Pesos Only (₱5,000.00). Payment shall be made in person to the Municipal Treasurer’s Office through the BAC Secretariat. The Procuring Entity shall allow the bidder to present its proof of payment for the fees in person. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14.

5. The Municipal Government of Calumpit will hold a Pre-Bid Conference on Thursday, July 9, 2026, at 10:00 a.m. at the BAC Conference Room, Municipal Hall, Balungao,Calumpit, which shall be open to prospective bidders. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below on or before Tuesday, July 21,2026 10:00 a.m. Late bids shall not be accepted.

6. Bid opening shall be on Wednesday, July 22,2026 10:30 a.m. at the given address below. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. The Municipal Government of Calumpit reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with the 2025 Revised IRR of RA No. 12009.
