The Zamboanga City Medical Center is soliciting bids for the supply, delivery, installation and commissioning of new medical equipment for use in four of its clinical units – the Obstetrics‑Gynecology Department, the Geriatric Care Unit, the Outpatient Department, and the Internal Medicine Department – as part of its FY 2026 operating plan. The project is structured to provide each department with a range of diagnostic, therapeutic, and monitoring devices that will enhance patient care and support the center's mission to deliver comprehensive health services across Zamboanga del Sur.

Contractors will be required to procure, ship, and professionally install the equipment within 90 calendar days from the award date, after which a full commissioning process will validate the devices for safe and effective clinical use. Bidders must demonstrate at least ten years of experience completing comparable medical‑equipment projects for public health institutions and must be compliant with the country’s procurement statutes, including ownership and citizenship requirements that favor Filipino entities. The equipment must be new, meet all applicable Philippine and international medical‑device specifications, and be accompanied by detailed performance and safety documentation.

All supplied devices must conform to the technical standards and certification protocols mandated by the Philippine Department of Health and relevant ISO/IEC requirements for medical equipment, ensuring that each unit is fully calibrated, documented, and verified for clinical readiness at the time of commissioning.

INVITATION TO BID FOR

Supply, Delivery, Installation and Commissioning of various Medical Equipment for OB-Gyne Department, Geriatric Care Unit, Outpatient Department and Internal Medicine Department (FY 2026)

1) The Zamboanga City Medical Center through the Regular Income-CO Fund, Regular GAA-CO. Regular GAA, PHIC CO, PHIC-MOOE Fund intends to apply the sum of Php Php 30,700,664.00 being the Approved Budget for the Contract (ABC) to payments under the contract for Supply, Delivery, Installation, and Commissioning of various Medical Equipment for OB-Gyne Department, Geriatric Care Unit, Outpatient Department, and Internal Medicine Department (FY 2026) Bids received in excess of the ABC shall be automatically rejected at bid opening.

2) The Zamboanga City Medical Center now invites bids for the above-named project. Delivery of the Goods is required for a period of Ninety (90) Calendar days. Bidders should have completed within a period of ten (10) years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009.

i) Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.

4) Interested Bidders may obtain further information from Zamboanga City Medical Center and inspect the Bidding Documents at the address given below from Mondays to Fridays, between 9:00am to 3:00pm


A complete set of Bidding Documents may be acquired by interested Bidders on 25 June 2026 from the address given below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount for the following:

Payment may be made through cash upon presenting an accomplished Charge Slip (Form ZCMC-F-PROC-30) to the ZCMC Cashier’s Office or through DBP bank transfer via Account Number 0000 5348 955 7 of Account Name Zamboanga City Medical Center. The charge slip shall be available at the office of the procurement at the address below. The Procuring Entity shall allow the bidder to present its proof of payment for the fees through electronic means.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

The copy of the official receipt must be included in the Original First Envelope and emailed to the BAC Secretariat at zcmcpublicbidding@gmail.com within the same day of payment. Failure to do so constitutes waiver of the right to be notified of any Supplemental /Bid Bulletin that may be issued by the BAC per section 51.1 of the IRR of RA 12009, to wit:

“It shall be the responsibility of all those who have properly secured the Bidding Documents to inquire and secure Supplemental/Bid Bulletins that may be issued by the BAC. However, bidders who have submitted bids before the issuance of the Supplemental/Bid Bulletin must be informed and allowed to modify or withdraw their bids in accordance with Section 55 of this IRR.”


If payment was made via bank transfer, bidder shall email the electronic copy of the deposit slip to the Cash Operations via cash@zcmc.doh.gov.ph, with copy furnished to the BAC Secretariat zcmcpublicbidding@gmail.com with the following details and request for issuance of Official Receipt:

5) The Zamboanga City Medical Center will hold a Pre-Bid Conference on 2 July 2026 at 1:00PM through video conferencing via meet.google.com/rwb-qdbi-arv which shall be open to prospective Bidders.

For the expedient conduct of the conference/meeting, bidders are expected to have read and sufficiently understood the Bidding Documents with particular regard to the Instructions to Bidders, the Bid Data Sheet, the Checklist of Required Documents and have carefully examined the Terms of Reference/Scope of Works. Clarifications raised by the bidders who have secured the Bidding Documents will be prioritized.

Any questions affecting any of the above documents which were not raised during the Pre-bid Conference or via the Requests for Clarification will not be considered
The deadline for submission of Requests for Clarification is on 6 July 2026 until 5:00 PM.

Clarifications received via email other than email indicated below will be rejected.



6) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the office address indicated below on or before 28 July 2026 at 12:45 PM. Late bids shall not be accepted.


7) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.

8) Bid opening shall be on 28 July 2026 at 1:00 PM via
meet.google.com/hzh-nstz-ntg Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. Due to limitation in space, bidders may not be required to physically attend.


9) The Zamboanga City Medical Center reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without incurring any liability to the affected Bidder or Bidders.
