Electrolysis Plants for Sodium Hypochlorite Production (CPV 42910000-8 Distilling, filtering or rectifying apparatus)

The procurement concerns the supply, delivery, installation and commissioning of six onsite electrolysis systems designed to generate sodium hypochlorite for the disinfection of drinking water and wastewater. These plants will produce the disinfectant by electrolysis of brine on the premises of selected water‑supply and wastewater‑treatment facilities within the Rivne Region, Ukraine. The contract includes the complete turnkey provision of goods, transport, handling, verification of conformity, as well as warranty coverage for the insured period, in accordance with the technical specification governing the project.

The systems are to be installed at six facilities: Pumping Station “Novyi Dvir” with a minimum daily active‑chlorine output of 15 kg, Rivne wastewater treatment plant at 60 kg, Pumping Station “Horbakiv” at 30 kg, Hoshcha wastewater treatment plant at 2.8 kg, Pumping Station “Boiarka” at 60 kg, and Pumping Station PS 1 at 2.8 kg. Each system must meet the performance and design criteria specified for sodium hypochlorite production and be fully operational upon handover.

All systems shall comply with the technical specifications and performance standards detailed in the procurement documents.

Supply, installation and commissioning of six (6) onsite electrolysis systems for the production of sodium hypochlorite for the disinfection of drinking water and wasterwater at water supply and wastewater treatment facilities in Rivne Region, Ukraine, within project No PLUA.01.02IP.010001/2400 ‘Sustainable Water Management: a Way to Revitalise Western Ukraine and Eastern Poland’, cofinanced by the European Union under the Interreg VIA NEXT Poland–Ukraine 20212027 Programme. The contract covers the following facilities and minimum required production capacities of active chlorine: (1) Pumping station PS "Novyi Dvir" – electrolytic sodium hypochlorite generation system with a production capacity of not less than 15 kg of active chlorine per day (CPV 429123304 Waterpurifying apparatus); (2) Rivne wastewater treatment plant – electrolytic sodium hypochlorite generation system with a production capacity of not less than 60 kg of active chlorine per day (CPV 429123304); (3) Pumping station PS "Horbakiv" – electrolytic sodium hypochlorite generation system with a production capacity of not less than 30 kg of active chlorine per day (CPV 429123304); (4) Hoshcha wastewater treatment plant – electrolytic sodium hypochlorite generation system with a production capacity of not less than 2.8 kg of active chlorine per day (CPV 429123304); (5) Pumping station PS "Boiarka" – electrolytic sodium hypochlorite generation system with a production capacity of not less than 60 kg of active chlorine per day (CPV 429123304); (6) Pumping station PS1 – electrolytic sodium hypochlorite generation system with a production capacity of not less than 2.8 kg of active chlorine per day (CPV 429123304). The systems shall generate sodium hypochlorite by electrolysis of brine for onsite disinfection of drinking water and/or wastewater in accordance with the Technical Specification. The contract price includes the price of the goods, all taxes, duties and other mandatory charges, predelivery preparation, transport to the delivery locations, unloading and handling, verification of completeness and conformity in the presence of the contracting authority, turnkey installation and commissioning, as well as warranty obligations for the entire warranty period.
Additional information: The contract includes all costs related to the supply, delivery, installation and commissioning of the electrolysis systems, as well as warranty obligations in accordance with the Technical Specification. All tenders shall comply with the technical and performance requirements set out in the procurement documents. This procurement is implemented within a cross-border project co-financed by the European Union and is governed by the legislation of Ukraine applicable to public procurement and the applicable rules of the Interreg VI-A NEXT Poland – Ukraine 2021-2027 Programme. Any clarifications or amendments to the procurement documents shall be published through the Prozorro electronic procurement system (https://prozorro.gov.ua/). The Contracting Authority reserves the right to cancel the procurement procedure only in the cases provided for by the applicable legislation or where required to ensure compliance with the project and funding conditions.
Place of performance: This element covers the supply, installation and commissioning of onsite electrolytic sodium hypochlorite generation systems for the disinfection of drinking water and wastewater. The systems shall produce sodium hypochlorite by electrolysis of brine in accordance with the Technical Specification. The installations will be carried out at the following facilities: - Rivne wastewater treatment plant (Budivelnykiv Street, 22), - Hoshcha wastewater treatment plant, - pumping station [PS] 1 on Bandery Street, Rivne, - PS3 "Novyi Dvir" on Chornovola Street, Rivne, - PS4 "Boiarka" on Kulyka i Hudacheka Street, Rivne, and - PS "Horbakiv" on Tsentralna Street, Horbakiv.
