16 + year old Leaving Care & Vulnerable Young People Accommodation & Support Purchasing System

The Council is procuring a Pseudo‑Dynamic Purchasing System to secure high quality placement arrangements for young people leaving care and other vulnerable young people across the Wakefield, Leeds, Barnsley and Kirklees Local Authority areas. The system is designed to admit suitable providers of group living, supported tenancy and floating support services, ensuring that these placements are carried out by experienced, established operators within the local community. There is no cap on the number of contractors that may be admitted, and the system operates on a non‑competitive basis.

The contract comprises three distinct lots. Lot 1 requires providers to deliver group living accommodation, where a young person resides in a multi‑occupancy property with shared communal facilities or a bed‑and‑breakfast type setting. Lot 2 covers supported tenancy, involving community‑based accommodation within the private or registered social landlord sector, supplemented by one‑to‑one staffing that can provide overnight support when necessary, to facilitate a transition to sustainable community living. Lot 3 focuses exclusively on floating support, offering flexible, community‑based assistance to young people who need help managing their own accommodation. Each lot will have an initial five‑year term with an option to extend for an additional five years, with the possibility of renewing the contract as required.

All facilities and support services must meet the national health, safety and social care regulations applicable to youth accommodation and care provision.

The Council is looking to develop a Pseudo Dynamic Purchasing System (Pseudo DPS) for
the delivery of high quality placement arrangements for young people leaving care and
vulnerable young people.
We are seeking to ensure these young people can be placed with established, experienced
providers in the local area and, therefore, are looking to commission provision in the
Wakefield, Leeds, Barnsley and Kirklees Local Authority areas.
Applicants who meet and pass the Application criteria will be admitted to the Pseudo DPS.
Please note that this is not a competitive process and there is no limit to the number of
Applicants who can be appointed.
Please note, Applicants who are successfully admitted on to the PDPS are not guaranteed to
be awarded any financial provision for the duration of this arrangement.
The DPS will be for an initial period of 5 years with the option to extend for a further 5 years.
