Adult Social Care Community Wellbeing & Prevention Services

The Wokingham Borough Council is commissioning a suite of adult social care services to be delivered by the Voluntary and Community Sector (VCS), aimed at enhancing community wellbeing and preventing the need for more intensive care and support. Anchored in the obligations of the Care Act 2014, the procurement seeks a range of provision—from advocacy, volunteer brokerage and general information services to more specialised supports such as mental‑health‑supported living, dementia partnerships, and services for neurodivergent and visually impaired individuals. The council’s strategy highlights the VCS as a key partner in person‑centred care, community support, and wellbeing promotion across the borough.

The contract encompasses twelve distinct deliverables, classified under separate lots that cover a broad spectrum of services. These include community navigation, transport support, wellbeing and mental health provision, caregiver advice, keeping‑in‑touch initiatives, charitable hub management, hand‑ey service, gardening, post‑hospital discharge support, friendship alliances, befriending services, and targeted information and support for learning disability, autism spectrum, and LD populations. Each lot is aimed at delivering specific outcomes that align with statutory duties, reducing service reliance, and fostering social inclusion for adults across all age groups.

All services must adhere to the standards set out by the Care Act and the council’s adult social care strategy, ensuring high quality, person‑centred interventions, and compliance with national and local regulations.

Adult Social Care commission the Voluntary and Community Sector (VCS) to deliver our Community Wellbeing & Prevention Services. The Care Act (2014) emphasises wellbeing, prevention, and person centred care, utilising the VCS supports Wokingham to meet these statutory duties within Wokingham. The Care Act formally recognises the voluntary sector as a key partner in delivering adult social care, especially in prevention, wellbeing, and community support. The commissioned services are key to the delivery of the ASC strategy, to prevent, reduce, or delay the need for care and support.
