Asbestos Services Framework

Tai Tarian Ltd. is establishing a comprehensive Asbestos Services Framework to support its nationwide asbestos management and remediation programme across more than 9,000 properties, including domestic housing, flats, and sheltered housing complexes. The framework will be activated through an open procurement procedure and will allow Tai Tarian to award call‑off contracts as required under a central agreement that governs all asbestos‑related services. By segmenting the framework into three distinct lots, the organization ensures that the appropriate expertise and licensing status are applied to each type of work.

Lot 1 requests licensed and non‑licensed asbestos removal, encompassing tasks such as controlled removal and disposal of asbestos‑containing materials, decontamination, encapsulation, duct opening, and the provision of temporary reinstatement structures, hoarding and fencing. The supplier must also coordinate air testing by a UKAS‑accredited laboratory, perform four‑stage clearance, and issue certification confirming areas are safe for re‑occupation. Lot 2 covers non‑licensed asbestos removal services which include similar environmental cleaning, decontamination, and preventive works, with the same provision for temporary reinstatement and containment measures. Lot 3 focuses on asbestos surveying, sampling and air testing, requiring management surveys, refurbishment and demolition surveys, re‑inspection, ad‑hoc sampling, reassurance air tests, and comprehensive four‑stage clearances. All suppliers may be called upon for additional services that fall within the framework but are not explicitly listed in the price schedule. Each supplier is expected to conduct air monitoring using a UKAS‑accredited laboratory and provide the necessary certification.

Tai Tarian is seeking to establish a Framework for Asbestos Services to support Tai Tarian in the delivery of its Asbestos Management and Remediation programme, across its property portfolio of over 9,000 properties, comprising of domestic housing, flats and sheltered housing complexes.
The Framework will be awarded using the Open Procedure and will be divided into three Lots covering:
Lot 1: Licensed and Non-Licensed Asbestos Removal
Lot 2: Non-Licensed Asbestos Removal
Lot 3: Asbestos Surveying, Sampling and Air Testing/Monitoring.
The Framework will be available for use by Tai Tarian, with call-off contracts awarded in accordance with the terms of the Framework Agreement.

Lot number: 1
Description: The services required under this Lot comprises of the provision of Licensed and Non-Licensed Asbestos Removal. The services will compromise of asbestos removal and other remediation works to Tai Tarian properties including (but not be limited to) the following: - Local environmental cleaning. - Full decontamination. - Encapsulation works. - Removal and disposal of asbestos containing materials using appropriate control measures and under appropriately controlled conditions. - Drilling holes and cutting asbestos containing materials and removal and disposal of waste. - Removal of asbestos containing appliances, dismantling boilers and removal. - Opening up of ducts. - Collection of bagged waste. - Provision of plywood temporary reinstatement. - Provision of all enclosures. - Supply and erect temporary hoarding and fencing. - Arrange for and have undertaken all air testing by a UKAS accredited laboratory, independent of the Licensed Supplier, as designated by the client. - Undertake four stage clearance, issue certification (providing that the area is safe for re-occupation) and deliver all documentation to the client for all licensed work. Arrange and have undertaken periodic reassurance air testing using an accredited UKAS laboratory, issue air monitoring certificate providing that the area is safe for re-occupation and deliver all documentation to Tai Tarian. In addition to this, the Supplier may be required to provide services that are within the scope of the Framework, but are not specifically listed within the Price Framework.
