AT1482 Supported Accommodation 16 & 17, 18-25 Years in Luton

Country:
United Kingdom of Great Britain and Northern Ireland
Sector:
Health and social work services
Deadline:
30 Oct 2026

AI Summary

The tender invites providers to supply a range of supported accommodation services for young care leavers in Luton. The procurement covers both of‑age services for 16‑17 year olds, which must be Ofsted registered, and non‑registered services for 18‑25 year olds. The contract will be delivered through a new Light Touch Open Framework that incorporates current Ofsted registration mandates, recently updated quality standards and the Inspection Framework introduced in 2023/24. Three lots will be sourced for 16‑17 year olds and two lots for the 18‑25 age group, allowing for the selection of providers who can meet the diverse needs of this population.

Supported accommodation will be delivered in a mix of self‑contained units and group‑living settings. Self‑contained units will include bedsits and one‑bedroom flats, designed for the sole use of the young person or for a small family unit such as partner, sibling or children, and may be housed within a single building or separate premises. Shared or group accommodation will comprise hostels, HMOs or multi‑bedroom houses in which each young person has a private bedroom, and may have a private bathroom, while sharing communal spaces such as kitchens and living areas. The accommodation must be situated in premises solely dedicated to looked‑after children and care leavers, with the option for 18‑plus care leavers to share accommodation where appropriate. The services seek to provide a safe, homely and nurturing environment that promotes semi‑independence, skill development and transition into adult life.

The procurement will also evaluate suppliers on their ability to embed support for education, training and employment within the accommodation settings. Providers must demonstrate proven experience in delivering high‑quality care and support, adhere to the regulatory framework for looked‑after children and care leavers, and maintain alignment with Ofsted standards for the 16‑17 age bracket and the 2023/24 Inspection Framework.

Description

To provide services for young people, who are care leavers, using supported accommodation in provider accommodation.
Luton Borough Council wish to commission Ofsted registered Supported Accommodation Services for young people aged 16 & 17 and non-registered services for 18-25 years (it is not a requirement for Ofsted registration for the 18-25 years). Supported accommodation is intended to provide high quality accommodation with support to enable young people to live semi independently, develop skills and prepare for adult life while keeping them in a safe, homely and nurturing environment.
This new ‘Light Touch Open Framework’ will incorporate the new requirements for Ofsted registration (16 & 17 years only) and new quality standards, termination clause and the Inspection Framework that was introduced in 2023/2024. There will be 3 lots for 16 & 17 years, and 2 lots for 18+ care leavers across a variety of accommodation and support.
Previous Providers of this service need to apply to be part of the new Open Framework.
