BuildDPS - Main Contractor Framework

The BuildDPS main contractor framework is a dynamic purchasing system designed to procure construction services for the Sanctuary Housing Association’s diverse portfolio of projects. The procurement will cover new build residential, care, extra‑care and supported living developments, mixed residential and commercial schemes, the conversion of existing buildings for residential or commercial use, and any other new build activities that fall within the regular scope of the association.

Contractors will be required to operate within specified work categories—Residential Design & Build, Residential Affordable Housing, Residential conversions and refurbishments, Care Homes, Extra Care or Supported Living accommodation, and Other Commercial projects such as student housing—across a range of regions, from the East Midlands to Scotland. Applicants must submit their registrations electronically through the Local Supply Chain portal, ensuring choice of the correct sub‑region, work category, and value band. Eligibility is contingent on meeting established health and safety accreditations, insurance coverage, turnover thresholds, and demonstrating the technical competence outlined in the invitation to tender.

All call‑offs and contract management will be handled via the portal, with the framework’s validity set until 23 February 2029, subject to potential extension. Contractors must comply with the public contract regulations and the Procurement Act 2023, ensuring adherence to all health and safety standards.

This tender is for the provision of contractors to carry out the building of:
• New build residential properties
• New build care, extra care and supported living developments
• Mixed residential and commercial developments
• Conversion of any existing building for residential and/or commercial use
• Any other new build within the regular activities of Sanctuary Housing Association.
The framework will be a Dynamic Purchasing System (DPS) as defined under Public Contract Regulations 2015 and will run up to the deadline for frameworks as dictated by the requirements of the Procurement Act 2023, currently 23rd February 2029. Sanctuary reserves the right to amend this end date in line with any future clarification of transitional arrangements.

It is the supplier’s responsibility to ensure that they opt in to the correct category, value and regional bandings at application, and that they satisfy the selection requirements for each. To qualify, suppliers must meet standard pass/fail requirements such as health and safety accreditations, insurance, and turnover levels, depending on which category they are applying for. In addition, suppliers must demonstrate technical ability as outlined in the Invitation to Tender document (Appendix to Terms and Conditions) and the application process on the Local Supply Chain portal (www.localsupplychain.co.uk/builddps). All call offs and contract management will be administered on the Local Supply Chain portal.
