Business Support Services DPS

Warwickshire County Council is establishing a Dynamic Purchasing System for Business Support Services that comprises thirteen distinct lots. These lots cover a wide array of offerings, including start‑up support, general business support, innovation support, access to finance, resource efficiency, employment and skills development, and sector‑specific support for automotive & manufacturing, digital & creative, low‑carbon economy, retail, hospitality & personal care, rural economy, social care, and visitor economy. By opening the DPS, the council allows qualified providers to register and be notified of individual calls for competition that align with each lot, giving them the option to bid on selected opportunities as they arise.

Once admitted, successful providers will engage through the council’s e‑tendering platform, In‑Tend, where all procurement communications must be forwarded via the system’s correspondence function. Registration to In‑Tend is free, and providers who cannot register are instructed to contact the council by email as an alternative. The scope and funding levels of the lots are subject to change over the duration of the DPS to meet the evolving needs of the council and its customers, and providers may choose which calls to respond to without any obligation to bid on every opportunity.

Providers must be registered with the council’s e‑tendering system, In‑Tend, and comply with the council’s procurement policies and dynamic purchasing system requirements.

This notice involves the setting up of a Dynamic Purchasing System. Warwickshire County Council invites applications for admission to their Dynamic Purchasing System (DPS) for the provision of Business Support Services. The DPS comprises of 13 Lots, further information in relation to the Lots is contained in the tender documentation and the additional information section of this notice.

Warwickshire County Council will be using its e-tendering system (In-Tend) for the administration of this procurement process and providers must register with the system to be able to express an interest. The web address is: www.csw-jets.co.uk

Registration and use of In-Tend is free. Once registered, all correspondence for this procurement process must be via the in-tend correspondence function. However, if you are unable to register with the website please email us at procurement@warwickshire.gov.uk

During the course of the contract the range and scope of these services may be subject to modification/variation as necessary to meet the changing needs/requirements of the Council and the changing demands placed on the Council by its customers. These changes may include (but are not limited to) increases/decreases in funding, necessary additional services not identified at the time of tendering.

Successful applicants in each Lot will be advised of the opportunities available in the relevant Lot as and when they arise - successful applicants can then choose whether they want to bid for the requirement or not. (It is not compulsory to bid for every opportunity offered).

The contract start and end dates published in this notice are provided to enable the notice to remain open for the period of validity and do not reflect the actual contract start and end dates. Individual calls for competition via the DPS will have independent contract start and end dates and these will be provided within the individual call for competition documentation.
