Capital Works and Associated Services Dynamic Purchasing System

Procurement for Housing Ltd. is establishing a Dynamic Purchasing System (DPS) that will supply capital works projects and a range of associated services to its household product members throughout England, Wales and Northern Ireland for an initial five‑year period with the possibility of extension for another five years. The DPS is divided into twelve distinct lots covering the complete spectrum of housing refurbishment and improvement work, including whole house replacement, kitchen and bathroom fit‑outs, heating, electrical, windows and doors, insulation, roofing, cyclical painting, disabled adaptations, skips or waste collection services, and scaffolding services. Qualified suppliers may enrol in one or more lots, and during the invitation to tender phase members will determine the specific technical specification, delivery model, pricing and contract form that best meets their needs.

The system is designed for use by any contracting authority listed in or referred to in the OJEU notice, which includes all current and future members of Procurement for Housing, registered social housing providers, public and local authorities, housing arm’s length organisations and their wholly owned subsidiaries. The DPS will allow these authorities to place orders efficiently against pre‑approved suppliers, ensuring consistent quality and compliance with the agreed requirements. All work must be performed in accordance with the procurement specifications, delivery models, pricing models and contractual terms agreed during the tender process.

Procurement for Housing (PfH) wish to establish a dynamic purchasing system (DPS) for the delivery of capital works projects and provision of associated services for PfH Members throughout England, Wales and Northern Ireland. It is intended that the DPS will run for an initial period of five years with the option to extend for a further period of up to five years. The opportunity has been divided into twelve categories as follows: 1) Whole House; 2) Kitchens; 3) Bathrooms; 4) Heating; 5) Electrical; 6) Windows and Doors; 7) Insulation; 8) Roofing; 9) Cyclical Painting; 10) Disabled Adaptations; 11) Skips / Waste Collection; and 12) Scaffolding. Organisations can apply to become qualified suppliers in one or more lots. At the Invitation to Tender stage PfH Members will define the requirements including requirements and specification, delivery model, pricing model and form of contract.
Additional information: This dynamic purchasing system ("DPS") may be used by any contracting authority listed in or referred to in the OJEU notice. This includes: — all current members of Procurement for Housing at the time of the OJEU notice for this procurement, — any registered provider of social housing (or Welsh registered social landlord, or Northern Ireland registered social landlord) that becomes a member of Procurement for Housing during the period of the DPS, — any public authority (as defined in the Freedom of Information Act 2000 for public authorities) in England, Wales and Northern Ireland, that becomes a member of Procurement for Housing at any time during the period of the DPS, — any local authority (as defined in the Local Government Act 1972 for public authorities in England, Wales and Northern Ireland) that becomes a member of Procurement for Housing at any time during the period of the DPS, — any housing Arm’s Length Management Organisation that becomes a member of Procurement for Housing during the period of the DPS, — any wholly owned subsidiary of any of the above organisations, and — any other contracting authority listed on the following page of the Procurement for Housing website — http://procurementforhousing.co.uk/permissible-users/ at the time of the OJEU notice for this procurement.
