Country:
United Kingdom of Great Britain and Northern Ireland
Sector:
Construction structures and materials; auxiliary products to construction (except electric apparatus)
Deadline:
9 Nov 2026

AI Summary

London & Quadrant Housing Trust (L&Q) is establishing a compliant multi‑lot manufacturer framework to supply sanitaryware for both new‑build developments and major works/refurbishment programmes across the UK. The framework will be divided into two distinct lots: Lot 1 focuses on the provision of sanitaryware items for new construction, while Lot 2 covers supply only for established property refurbishment cycles. L&Q intends to appoint at least two suppliers, creating the opportunity for a range of manufacturers to deliver products that meet the Trust’s standards for quality and continuity of supply. The framework is designed to deliver value for money through a fixed pricing regime that offers commercial certainty for a minimum of twelve months from the commencement of the contract.

The procurement will be conducted through a three‑stage Competitive Flexible Procedure that begins with a Selection Questionnaire, proceeds to an Invitation to Tender, and culminates in a Negotiation and Best and Final Offer phase. Tenderers who advance to the final stage may be invited to participate in further clarification meetings, interviews, presentations, demonstrations, or site visits to support a comprehensive evaluation. Assessment will be weighted at sixty percent quality and forty percent price, ensuring that suppliers’ technical performance and cost effectiveness are carefully balanced. While L&Q may invite a limited number of top ranked tenderers to the BAFO, it reserves the right to award the contract directly following the invitation to tender.

Suppliers will be required to adhere to a fixed price schedule for at least a year from the start of the framework, deliver social value equal to one percent of the annual contract value, and incorporate plot‑based rebate structures where applicable. All tender documentation is available exclusively through L&Q’s e‑tendering portal, and submissions may be made electronically. The framework is governed by the codes of good practice set by UKC and emphasizes the procurement of sanitaryware that meets stringent quality standards, while maintaining transparent and fair competitive procedures.

Description

• Establish a compliant multi lot framework that delivers value for money, quality, and continuity of supply. The framework will be divided into the following lots, Lot 1 New Build(Supply Only and Lot 2 Major Works/Refurbishments (Supply Only). L&Q intends to appoint a minimum of two suppliers but reserves the right to appoint more or fewer depending on the outcome of the procurement.
• L&Q intends to procure the Framework using a three-stage Competitive Flexible Procedure comprising Stage 1 - Selection Questionnaire (PSQ), Stage 2 - Invitation to Tender (ITT), and Stage 3 - Negotiation and Best and Final Offer (BAFO), followed by contract award. A minimum of the top three ranked Tenderers from the ITT stage will ordinarily be invited to participate in the BAFO stage; however, L&Q reserves the right, at its sole discretion, to invite any number of Tenderers to this stage.
• As part of the BAFO stage, L&Q may require Tenderers to participate in clarification meetings, interviews, presentations, demonstrations, and/or site visits to further evaluate proposals and inform the final assessment. The meetings may take place face to face or virtually online. Details of any such activities, including the evaluation approach and scoring methodology where applicable, will be communicated to Tenderers in advance.
• L&Q also reserves the right not to undertake Stage 3 - Negotiation and Best and Final Offer (BAFO) and may proceed directly to contract award following Stage 2 - Invitation to Tender (ITT) where it considers this to be appropriate.
• Ensure commercial certainty and added value, requiring fixed pricing for a minimum of 12 months from Framework commencement, delivery of social value equivalent to 1% of the end of year contract value, and the inclusion of plot based rebates where applicable.
