Construction Related Consultancy Framework

The tender seeks to establish a Construction Related Consultancy Framework through a new Framework Alliance Agreement that will operate alongside the existing Construction, Estates and Property Professional Services Dynamic Purchasing System until its expiry in March 2028. London Borough of Haringey, acting as lead contracting authority under the Procurement Act 2023, will award the framework to successful tenderers, who will be contracted under a single framework agreement (FAC‑1) that covers a wide array of construction‑related consultancy disciplines.

The procurement covers multi‑disciplinary consultancy services across building surveying, architecture, project management, quantity surveying, BREEAM assessment, clerk of works, client design advisory and employer agent roles, with scope divided into housing, education and general works categories. The framework is structured in multiple lots reflecting varying project value ranges from under one million pounds to over one hundred million pounds, and it requires suppliers to adopt a customer‑focused approach that achieves both value for money and social value as outlined in each discipline’s service specification. Tender submissions are to be made electronically in English, and all communications and dossiers will be accessed via the provided digital portal.

All awarded services must adhere to the applicable UK construction and professional standards and demonstrate compliance with the relevant regulatory requirements.

A new Framework Alliance Agreement for Construction Related Consultancy Services (CRCS) is required and will run along side our existing Construction, Estates and Property Professional Services Dynamic Purchasing System (DPS) until the expiry of the DPS in March 2028.
Haringey Council is acting as lead contracting authority (as defined in the Procurement Act 2023) for the purposes of undertaking this open procedure procurement exercise in accordance with section 20(2)(a) of the Act and concluding a Framework Alliance Agreement (FAC-1) with each of the successful tenderers.
The Client invites Tenders from Tenderers who can provide high quality consultancy services, suppliers are expected to have a customer focused approach that delivers value for money and social value for the services as set out in the Service Specification for each discipline
