Corporate Power Purchase Agreements (CPPA) - Dynamic Purchasing System (DPS)

NHS Scotland, through the Common Services Agency, is establishing a Dynamic Purchasing System (DPS) to procure Corporate Power Purchase Agreements (CPPA) for the national health network. The system will enable calls for supply to be made under a series of contracts ranging from three to over ten years, with each contract lasting sixty months and subject to renewal at the discretion of the Authority. The DPS is designed to support NHS Scotland’s decarbonisation goals by providing flexible, renewable‑energy procurement options across all NHS sites in Scotland.

The procurement is organised into four distinct lots—CPPA 3‑5 years, 5‑7 years, 7‑10 years and 10 years and over—each of which can be awarded on an open competitive basis using mini‑competitions run via the PCS‑Tender system. Suppliers not already on the DPS may apply to be pre‑qualified; successful candidates will be invited to bid on any or all lots. Awarding is based on a range of criteria beyond price, and call‑off contracts may be issued by NHS National Services Scotland or individual Health Boards.

Suppliers must satisfy the stipulated insurance thresholds of £5 million each for employers, public liability and professional risk indemnity, and meet the technical pre‑qualification criteria outlined in the attached technical envelope.

The development of Corporate Power Purchase Agreements (CPPA) presents a significant opportunity for NHS Scotland to procure renewable energy solutions in order to meet our sustainability goals in the decarbonisation of our NHSS estate.
To support this transition to renewable energy sources, the Authority has set up a Dynamic Purchasing System (DPS). This notice will allow suppliers not on the DPS to submit an application to be evaluated to get on the DPS.
