Corrigendum-Cleaning Services - Shipston High School

Country:
United Kingdom of Great Britain and Northern Ireland
Sector:
Sewage, refuse, cleaning and environmental services
Deadline:
26 Oct 2026

AI Summary

The contract seeks a fully managed cleaning service for Shipston High School, a secondary education facility comprising approximately 4,315 m² of in‑scope floor area spread across three teaching blocks, plus a separate 1,175 m² sports hall that will be commissioned in the 2025‑26 expansion. The scope requires routine cleaning throughout a 40‑week service year, as well as periodic, holiday, deep and non‑routine cleaning that includes high‑level work, on‑site supervision, and the provision of all necessary labour, equipment, materials and quality assurance reporting. Washroom consumables are to be supplied either by the school or by the contractor, with the contract documents providing a detailed room‑by‑room schedule of floor surfaces, an out‑of‑scope list, and a sanitary provision schedule to guide specification.

Specific operational constraints include a prohibition on site access during weekends or bank holidays, the backup requirement for a timber and sprung‑timber floor area of 616.6 m² distributed over five zones (including a sports floor and a food‑consumption area), and the anticipation of a TUPE transition involving eight employees across two transferors, one of whom is a member of the Local Government Pension Scheme. The Sports Hall building will be excluded from the current award and supplied separately. Evaluation of proposals will place the greatest emphasis on quality, staffing model, supervision and mobilisation, with price also considered.

All cleaning activities must comply with the School’s hygiene and safety guidelines and relevant statutory requirements.

Description

The site. A single secondary school of approximately 4,315 m² of printed in-scope floor area across three blocks, together with a sports hall building of approximately 1,175 m² delivered under a 2025-26 expansion. A room-by-room schedule of floor surfaces, an out-of-scope list and a sanitary provision schedule are issued with the tender documents.
The service. Fully managed: routine cleaning over a 40-week service year, periodic, holiday, deep and non-routine cleaning including high-level work, on-site supervision, labour, equipment, materials, quality assurance and reporting. Washroom consumables are to be priced both as a School-supplied and as a Contractor-supplied option.
Points tenderers should note. Timber and sprung timber floors account for 616.6 m², 14.3 per cent of the in-scope area, across five areas including a sports floor and a floor in a food-consumption area. The estate contains 58 WCs, 56 wash basins and 20 showers. There is no site access at weekends or on bank holidays. The sports hall building is not expected to be available before the new year and is priced separately.
Workforce. A TUPE service provision change is anticipated, involving eight employees across two transferors - seven employed by the outgoing contractor and one employed directly by the School. One employee is an active member of the Local Government Pension Scheme at an employer contribution rate of 18.4 per cent. Anonymised workforce information is issued with the tender documents, subject to the confidentiality terms of the Invitation to Tender.
Approach to award. The School is procuring a properly resourced service that is correctly priced. Evaluation weights quality, staffing model, supervision and mobilisation alongside price.
