Corrigendum-Conversion of Former Barclays Building - 6 Broad Street, Launceston - Architect Led Design Team Services

Launceston Town Council has issued a call for architectural design services to oversee the conversion of the former Barclays Building at 6 Broad Street, a listed structure of historical and architectural significance. The assignment will encompass the development of design solutions at RIBA Stages 4–6, aiming to transform the building into a functional space while preserving its heritage features in line with the Council’s objectives for a prominent public facility. The project requires a partnership of specialists, with a lead architect registered with RIBA serving as the Lead Design Consultant and Principal Designer overseeing compliance with building regulations and the Construction (Design and Management) Regulations, supported by a structural engineer, building services consultant, and quantity surveyor; fire engineering and building control specialists will also contribute to the deliverables.

Candidates leading the design team must demonstrate substantial heritage experience, proven collaboration across multidisciplinary disciplines, and familiarity with conservation officer processes for listed buildings. Additionally, a deep understanding of library and town council projects, knowledge of traditional trade skills, and insight into the regional market are essential. The Council will conduct a formal evaluation based on quality and cost criteria as outlined in the invitation to tender, with the successful proposal required to meet the stated heritage and technical standards.

All design outcomes are expected to satisfy RIBA Stages 4–6, statutory building regulations, CDM requirements, and listed building conservation guidelines.

The Design Services contract will cover Conversion of Former listed Barclays Building - 6 Broad Street, Launceston through RIBA Stages 4 - 6 outlined in the tender brief specification.
This Commission is to include: -
1. Registered RIBA Architects acting in addition as Lead Design Consultant
2. Principal Designer (Building Regs & CDM)
3. Structural Engineer
4. Building Services Consultant
5. Quantity Surveyor
And specialists: -
o Fire Engineering Consultant
o Building Control

The procurement process will be undertaken on the basis of formal Tenders. Evaluation will be on a quality and cost basis of criteria and methodology as set out in the Invitation to Tender documents.
Suitable candidates will have the following qualities: -
• Led by an Architect with relevant heritage experience.
• A team with proven track record of past experience of working together
• Experience of listed buildings and working with Conservation Officers.
• An understanding and experience of library and town council projects
• Knowledgeable of traditional trade skills.
• Experience and knowledge of regional market
