Corrigendum-Provision of an Arboriculture Services Framework

The Councils of Monmouthshire, Torfaen and Blaenau Gwent are inviting suppliers to furnish a comprehensive Arboriculture Services Framework across South Wales, encompassing not only the authorities’ own tree stocks but also external client work for major housing developers. The framework will cover the full spectrum of tree care, from detailed condition surveys and routine maintenance of trees on highways, parks, social service sites, car parks, schools and estate land to specialist interventions such as mechanical removal of hazardous trees, pruning and planting of new trees and shrubs. Work orders will be generated on an ongoing basis, allowing the Councils to address diverse tasks that range from one‑off specialist operations to regular upkeep on a wide variety of sites.

Three distinct lots are specified within the framework. Lot 1A appoints a provider for condition surveys in Monmouthshire; Lot 1B covers general arboriculture services for the same area; Lot 1C handles mechanical removal of trees in Monmouthshire. Corresponding lots 2A, 2B and 2C address the same categories of work for Torfaen and Blaenau Gwent. The award will be made on a 12‑month renewal basis and weighted heavily on quality and compliance, with price and a combined quality‑and‑value factor also considered. All services must adhere to recognized UK arboricultural standards and health and safety regulations.

The Councils are seeking to award a framework agreement for the provision of an Arboriculture Services Framework within the boundaries of the three local authorities and for external clients (across South Wales). The Councils manage thousands of trees including those on the highway, parks and open spaces, Countryside areas, Social Services establishments, car parks, schools and Estates land. In order to fulfil its duty of care it seeks to continue to assess and maintain trees in its ownership with regards to their health and structural integrity. In addition, the Councils undertake landscape maintenance work for external clients including some of the major housing developers across South Wales. The framework will encompass a wide range of tree survey and maintenance services for existing trees as well as the supply of trees and shrubs. Work tasks under the framework will be raised on an ongoing basis and will be very varied in scope and scale ranging from one off specialist tree operations to routine maintenance of trees.
