Dynamic Purchasing System (DPS) Employability and Skills

The Warwickshire County Council has established a dynamic purchasing system (DPS) in which qualified operators may be admitted to provide a range of employability and skills services over a four‑year horizon. The DPS is organised into eight distinct lots, each targeting a particular segment of the population and a different aspect of the workforce development continuum. By creating a single, ongoing procurement channel, the council ensures a flexible, responsive supply of expertise while retaining the ability to award specific work packages as needs arise.

Lot 1 supplies career guidance and support, delivering advice and planning for individuals at critical career transition points through one‑to‑many forums, individual coaching, or event‑based interactions. Lot 2 delivers employment‑enablement programmes that facilitate training, work experience, volunteering, and other employability activities for working‑age adults. Lot 3 focuses on supported employment, offering tailored guidance for people with disabilities, learning difficulties, or autism at varying intensity levels. Lot 4 provides wrap‑around, pre‑apprenticeship, apprenticeship, and post‑apprenticeship support, including inclusive apprenticeship models and adaptations to current delivery methods. Lot 5 is aimed at young people navigating transitions into work, education or training, actively reducing barriers to learning and employment. Lot 6 offers adult education programmes that enable lifelong learning and professional development across a broad spectrum of subjects. Lot 7 addresses future‑skills development, green skills, sustainability, net‑zero roles, automation, and the adaptation of workplace practices to emerging industry demands. Lot 8 supplies bespoke employability and skills services tailored to evolving themes within the employment and skills environment, allowing for bespoke adaptations beyond the predefined lots.

All suppliers paid for prior to admission must complete registration with the council’s e‑tendering platform, In‑Tend, and thereafter conduct all communications through the platform’s correspondence function.

This notice involves the setting up of a dynamic purchasing system.
Warwickshire County Council invites applications from suitably experienced operators for admission to their Dynamic Purchasing System (DPS) for the provision of Employability and Skills services.
The period of validity of the DPS will be 4 years from commencement.

Description: Advice and guidance for individuals at the critical stage of selecting their next occupation, learning opportunity or future role. Delivery to be targeted at various age ranges with a one to many, 1-2-1 basis or event based engagement.
