Dynamic Purchasing System for the Provision of Leadership Development Services

The NHS North West Leadership Academy, hosted by Blackpool Teaching Hospitals NHS Foundation Trust, is establishing a Dynamic Purchasing System to procure a comprehensive range of leadership development services. The DPS invites suppliers to provide expertise across fifteen distinct lots, including expert facilitation, deputy and executive development, coaching, mentoring, inclusion, diversity and equality learning, psychometric assessment tools, evaluation of programmes, and digital and creative publication support. The system is open to a broad spectrum of North West NHS contracting authorities and integrated care boards, allowing a wide array of organisations to take advantage of the procurement.

Suppliers will deliver education and training services based in Blackpool (UKD42) and will be expected to meet the award criteria outlined in the contract documentation, which goes beyond price to encompass quality of delivery, relevance to NHS leadership needs, and contribution to continuous professional development. The dynamic purchasing structure allows participation on a variant basis, enabling providers to bid on multiple or individual lots according to their expertise.

All services must adhere to the NHS education and training standards for leadership and professional development, ensuring measurable outcome delivery and alignment with the Academy’s commitment to inclusive, high‑quality learning environments.
