Framework Agreement for the provision of Responsive Property Maintenance and Minor Works

The Council is issuing a framework agreement to secure responsive property maintenance and minor works services across the County of Staffordshire. The agreement is divided into five distinct lots – building works, plumbing, mechanical and heating, electrical, and drainage – each covering minor maintenance tasks with a single work order capped at £5,000. The provider will operate in the eight administrative districts of the county, and contracting parties may select the specific boroughs or districts they wish to serve. The scopes cover all council‑owned properties, from schools and care homes to civic offices, fire stations, enterprise centres and light industrial premises.

All appointments will require prompt response, with successful suppliers obligated to attend within two hours of an oral call and be available 24 hours a day, seven days a week, including bank holidays, for the duration of the agreement. The selection process will assess price and quality, with experience and complaint procedures contributing to the final decision. All work will be carried out in accordance with the Council’s safety and quality standards, maintaining the required 2‑hour response time for every service call.

The Council would like to procure a Framework Agreement to provide responsive property maintenance and minor works split into the below lots:
• Lot 1 - Building Works
• Lot 2 - Plumbing
• Lot 3 - Mechanical
• Lot 4 - Electrical
• Lot 5 - Drainage
The work orders across all lots will be for works under £5,000.
The above works will be undertaken in the following eight administrative areas of the County of Staffordshire:
• Cannock Chase
• East Staffordshire
• Lichfield
• Newcastle
• South Staffordshire
• Stafford Borough
• Staffordshire Moorlands
• Tamworth
Suppliers can select which districts and boroughs they would like to cover within Staffordshire.
The properties include all types of buildings operated by a Local Authority including (but not limited to) educational, residential care homes, civic buildings, offices, fire stations, enterprise centres and small industrial units.
Emergency Call Out Response - It is mandatory that successful suppliers adhere to a strict maximum attendance within 2 hours of receipt of oral request. The requirement is to cover 365 days of the year, 24 hours per day including weekends and bank holidays.
