General Building Maintenance Framework

The project is a multi‑authority framework agreement that will enable Monmouthshire County Council, Torfaen County Borough Council and Blaenau‑Gwent County Borough Council, together with Gwent Police Region, to procure general building maintenance, electrical maintenance and associated refurbishment works across a wide portfolio of non‑domestic properties. The framework is divided into six distinct lots, each aligned with a specific council and including routine corrective repairs, planned maintenance programmes and minor to intermediate refurbishment in offices, schools, community facilities, depots and specialist estates.

The works to be supplied encompass a broad spectrum of building trades, including joinery, carpentry, plastering, roofing, masonry, demolition, and refurbishment of glazing, fire compartmentation and structural alterations. Electrical components of the framework involve the repair, replacement, installation, inspection, testing and certification of electrical fixtures, fittings and wiring in compliance with BS 7671 and the Electricity at Work Regulations. All services must be delivered by suitably qualified and competent operatives and must meet the relevant construction, health and safety and environmental legislation.

Providers will be required to meet the stated technical and safety standards, and may be awarded up to five ranked suppliers per lot, with call‑off contracts limited to a maximum value of £300 000 (excl. VAT) and awarded through direct award or mini‑competition during the framework’s lifetime. All supplied works must comply with applicable construction, health and safety and environmental legislation.

Monmouthshire County Council & Gwent Police Region, acting as the Lead Authority, intends to establish a multi authority Framework Agreement for the provision of General Building Maintenance, Electrical Maintenance, and associated refurbishment works across 6 Lots. Each Lot will have up to five (5) ranked suppliers per lot each of which will be eligible to receive Call-Off Contracts via both Direct Award and Mini-Competition during the lifetime of the Framework. The maximum permitted value of any individual Call-Off Contract awarded under this Framework is £300,000 (exclusive of VAT). The Framework will support a collaborative arrangement between the following public sector bodies:
• Monmouthshire County Council & Gwent Police Region
• Torfaen County Borough Council
• Blaenau Gwent County Borough Council
The Framework will enable these Authorities to procure a wide range of reactive, planned, and preventative maintenance services across their non-domestic property portfolios, which typically include offices, schools, public buildings, community facilities, depots, and specialist estate assets.
