AI Summary

Hastings Borough Council is seeking a specialist partner to assume leasehold management of three key community assets – Summerfields Leisure Centre, the Falaise Gym and White Rock Gardens – under a ten‑year contract with the possibility of two additional five‑year extensions. The engagement is designed to rebuild the leisure portfolio of Hastings, augmenting the quality and scope of badminton, padel, tennis and general fitness offerings, and to enhance accessibility, modernity and environmental performance across the sites. The Council is particularly interested in a solution that will widen participation, especially among under‑represented populations, and that can accommodate the development of an additional space within White Rock Gardens, thereby unlocking further investment and enrichment of the leisure experience.

Tenderers are required to submit a base bid that incorporates a capital investment proposal financed by the supplier, as well as two mandatory variant bids: one that includes council‑funded facility investment, and a second that incorporates council and Lawn Tennis Association funding for a padel board or tennis facility. The procurement will be structured under a traditional Sport England contracting model, with the council reserving the right to switch to an agency contract during the term in the supplier’s agreement. All proposals must demonstrate compliance with the award criteria, placing disproportionate emphasis on cost and management fee, while underscoring quality in areas such as facility development, risk management, staff training, service quality, innovation, sustainability and social value. The contract will commence with a mobilisation period from 1 April 2027, with service take‑over on 1 October 2027. The contract requirements follow the Sport England contracting model, allowing transition to an agency model if agreed.
