JNCC BUSINESS ASSOCIATES FRAMEWORK AGREEMENT TO SUPPORT NATURE CONSERVATION

The Joint Nature Conservation Committee seeks to enhance its role in protecting the United Kingdom’s biodiversity amid the escalating triple planetary crisis of climate change, biodiversity loss and pollution. To support its strategic goal of advancing nature‑based solutions, JNCC is launching a Business Associates Framework Agreement that will provide a long‑term supply of specialist consultancy services across a range of critical domains. The framework is intended to secure best value, drive continuous improvement and deliver efficiency gains over its lifetime.

Under the agreement, six distinct lots are offered, covering terrestrial and freshwater biodiversity, marine environments including fisheries and offshore industries, air and environmental quality, economics, social science and evaluation methods, Earth observation and data, and corporate services with a focus on inclusive organisational design and development. Each lot is intended to support JNCC’s statutory advisory role to the UK Government and devolved administrations by providing expert advice, analysis and strategic recommendations across these specialised areas. The contract will be renewable, allowing for extensions of up to two years at the discretion of the contracting authority.

The procurement is based in the United Kingdom, can be submitted electronically, and is recurrent. All participating consultants must adhere to relevant UK and international environmental standards to ensure compliance and effectiveness in delivering nature conservation outcomes.

The Joint Nature Conservation Committee ("JNCC") is the statutory adviser to the UK Government and devolved administrations on UK and international nature conservation. JNCC and the conservation sector are under increasing pressure to deliver value for money and solutions through their procurement activities and must achieve value for money through all procurement exercises. The triple planetary crisis of climate change, biodiversity loss and pollution has intensified the challenges facing nature conservation. JNCC are seeking expert support to strengthen our critical role in protecting the UK’s biodiversity across both land and sea. JNCC is committed to advancing nature‑based solutions to address these interconnected crises as a central element of our strategic development. JNCC is creating a Business Associates Framework agreement for the future supply of consultancy services for the required specialisms. The objective of the Framework Agreement is to deliver best value, continuous improvement and efficiency gains across the life of the Agreement. Your role as a supplier is key in helping JNCC to deliver value. With this, we would invite participants who can provide the greatest value for money achievable.
