Kitchens Supply & Supply & Fit

The procurement seeks to establish a compliant, multi‑lot framework for the supply and fit of kitchens across the London & Quadrant Housing Trust portfolio. The framework is organised into three distinct lots: Lot 1 for new build developments requiring both supply and installation of kitchens; Lot 2 for major works and refurbishment programmes that will receive kitchen supplies exclusively; and Lot 3 for reactive void properties, also involving kitchen supply only. Each lot will be awarded under a flexible competitive procedure, with the first and third lots designated to solus suppliers and the second lot allocated to a primary supplier with a secondary supplier retained as contingency. The framework will be managed through L&Q’s e‑tendering portal, and no site visits or presentations will be requested during the selection process.

Lot 1 tasks the successful supplier with delivering turnkey kitchen solutions—providing all materials, fixtures and fittings, and executing full installation in accordance with the Trust’s design specifications. Lot 2 concentrates on supplying kitchen components for ongoing major renewal activities, ensuring materials are compatible with long‑term maintenance schedules. Lot 3 focuses on quick deployment to reactive void sites, supplying only the kitchen units with a streamlined delivery timeline. All three lots share the same overarching emphasis on quality, with the purchase price considered in the subsequent award deliberations.

The award will rely primarily on quality (60 %) and price (40 %) criteria, with suppliers having to demonstrate their ability to meet stringent industry standards. All kitchen products and installations must comply with current Building Regulations and satisfy L&Q’s minimum quality and safety requirements.

• Establish a compliant multi lot framework that delivers value for money, quality, and delivery certainty, with Lot 1 (New Build - Supply & Fit) and Lot 3 (Reactive Voids - Supply Only) awarded to solus suppliers, and Lot 2 (Major Works/Refurbishment - Supply Only) awarded to a Primary and Secondary supplier, with all works allocated to the Primary Supplier and the Secondary retained as contingency.
• Procure the Framework using a three stage Competitive Flexible Procedure comprising Stage 1 - Selection Questionnaire (PSQ), Stage 2 - Invitation to Tender (ITT), and Stage 3 - Negotiation and Best and Final Offer (BAFO), followed by award; no interviews, presentations, or site visits will be undertaken, and a minimum of the top three ranked suppliers from the ITT stage will be invited to the negotiation/BAFO stage, although L&Q reserves the right to invite any number of suppliers at its discretion. L&Q also reserves the right to not engage in Stage 3 - Negotiation and Best and Final Offer (BAFO) and award after Stage 2 - Invitation to Tender (ITT).
