LEARNING DISABILITIES, AUTISM, MENTAL HEALTH SPECIALIST CARE AND SUPPORT AT HOME FRAMEWORK

The Bournemouth, Christchurch and Poole Council is inviting providers to join a comprehensive framework for specialist care and support at home, targeting individuals with learning disabilities, autism, and mental health challenges. The programme is designed to transform community‑based care by placing the person’s strengths, aspirations, and preferences at the core of service delivery, moving away from a traditional time‑and‑task model toward an outcomes‑focused, person‑centred approach. This strategic shift aims to empower users and enable them to live satisfying lives in safe, connected environments.

The framework is structured around six distinct service lots: Specialist Care and Support at Home, Housing Related Support Services, Supported Living (Regulated), Supported Living (Unregulated), Specialist Supported Living Services, and Provision of Individual Service Funds. Each lot represents a specific category of support services, offering flexibility and choice to meet diverse user needs while maintaining consistent standards of care across the council’s jurisdictions. Providers will be evaluated on the quality of service provision and, to a lesser extent, on price, with options for renewal through two consecutive 12‑month extensions.

All awarded services must adhere to the national Care Quality Commission standards and demonstrate compliance with the National Health Service and Social Care Act 2014 principles, ensuring that each professional provision consistently supports the framework’s outcomes‑focused, flexible, and person‑centred care philosophy.
