Sector:

Deadline:

AI Summary

East Suffolk Council has launched a Multi‑Year Dynamic Purchasing System (DPS) to source a wide range of works and services for the Lowestoft Town Investment Plan and any future projects that fall within its programme scope. By qualifying to the DPS, suppliers will be entitled to view and bid on a spectrum of contracts that span from small refurbishment jobs to major construction projects, thereby offering opportunities to both local small‑to‑mid‑size businesses and larger national firms over the next decade.

The DPS is organised into eight distinct lots, each covering a specific domain of expertise. Lot 1 invites architectural and design firms to provide end‑to‑end services—from initial concept to full RIBA stages 0‑7—including principal designer responsibilities under CDM Regulations 2015. Lot 2 targets construction support specialists such as quantity surveyors, employers’ agents, cost consultants, and civil or structural engineers, while Lot 3 is focused on temporary specialist studies, including environmental assessments and feasibility work. Lot 4 offers consultancy for master‑planning, energy, economic, cultural, leisure, and land valuation needs. The remaining lots (5 through 8) address works of increasingly larger monetary thresholds, encompassing refurbishment, restoration, design‑build, landscaping, public realm, demolition, and housing development across the spectrum from minor to major contracts. All services can be awarded under NEC or JCT construction contract frameworks, as appropriate.

All works undertaken under the DPS must meet the standard technical criteria of RIBA stages 0‑7, fulfil the CDM 2015 principal designer role, and comply with NEC or JCT contractual specifications.
