Mechanical & Electrical Framework

The City of York Council has issued a comprehensive Mechanical & Electrical Framework tender, covering a wide spectrum of services that include design, installation, commissioning, inspection, testing, maintenance and repair of commercial M&E assets throughout the council’s estates. The framework is organised into 20 distinct lots, each dedicated to specific disciplines such as low‑voltage electrical engineering, building controls, access and alarm systems, lightning protection, power generation and renewable solutions, photovoltaic and electric vehicle infrastructure, commercial mechanical disciplines, HVAC, fire protection, ventilation, biomass, and specialist equipment servicing. The contract also incorporates consultancy roles, including technical consulting, facilities management guidance, and M&E feasibility studies, as well as advanced design and modelling services supported by BIM, Revit and level‑5 3‑D thermal analysis in line with CIBSE TM 52/59 assessments.

Each lot requires specialised expertise: LV electrical engineers and designers, inspection and testing engineers for fixed and portable appliances, data cabling specialists, BMS and controls engineers, access and intruder alarm designers, lightning protection engineers, generator, UPS and PV engineers, EV charging point installation and design professionals, commercial heating, gas, kitchen, and plumbing engineers, biomass boiler specialists, air‑conditioning and heat‑pump experts, ventilation service and design engineers, fire‑damper and sprinkler system technicians, catering equipment service and design engineers, medical and lifting equipment engineers, and mechanical and electrical technical consultants. The framework allows for up to two additional 12‑month renewals, ensuring continuity of service and support for the council’s long‑term building management strategy and carbon reduction goals.

Evaluation of submissions will weigh hourly and call‑out rates alongside quality criteria such as operational team capability, health & safety adherence, performance management, quality assurance, and social value, with a balanced focus on technical excellence. All services must comply with relevant UK M&E standards, adhere to CIBSE guidance, and align with the council’s sustainability objectives, including zero‑carbon transition targets.

The City of York Council has an opportunity for Mechanical & Electrical Framework. We require contractors with extensive knowledge in designing, installing, commissioning, maintaining and repairing commercial Mechanical and Electrical (M&E) assets. CYC also require M&E consultancy type services such as M&E designers, M&E condition surveys and feasibility studies to assist us with our approach to building management and to support us with reducing our carbon footprint
