Minor & Major Highways and Associated Services Framework

Slough Borough Council is seeking to award a Highways Works and Associated Services Framework to support the delivery of both minor and major highway infrastructure projects as well as routine reactive maintenance across the borough. The framework will cover a wide range of highway‑related works, from construction projects of varying sizes to specialist interventions such as drainage work, bridge inspections, traffic management, and road marking. The framework is divided into multiple Lots, each designed to allow suppliers to bid on work that aligns with their specific expertise and capacity.

The procurement will include Minor Works Construction Projects up to £500,000; Minor Works up to £2,000,000; Major Works up to £10,000,000; Reactive Maintenance up to £100,000; and Carriageway Resurfacing up to £1,000,000. Consortiums will be limited to no more than five suppliers per Lot, ensuring a competitive yet manageable partnership structure. The council aims to secure high‑quality service delivery, value for money and regulatory compliance over a three‑year period with an optional one‑year extension.

All works must conform to national highways standards and achieve the council’s stipulated quality and cost‑effectiveness criteria.

Slough Borough Council is procuring a Highways Works and Associated Services Framework to support the delivery of both minor and major infrastructure projects, alongside reactive maintenance activities across the borough. The procurement is being conducted under the Open Procedure in line with the Procurement Act 2023.
The framework will cover a broad range of highways-related works, including construction projects of varying values, reactive maintenance, carriageway resurfacing, and specialist services such as drainage, bridge inspections, traffic management, and road marking. The works are structured across multiple Lots, enabling suppliers to bid for specific areas aligned to their expertise and capacity.
The estimated framework value is approximately £12.5 million per annum. The contract will be awarded for an initial term of three years, with an option to extend for a further one year, subject to the Council’s discretion.
The framework is intended to provide a flexible and efficient route for the Council (and other eligible bodies) to deliver highways works programmes, ensuring value for money, high-quality service delivery, and compliance with regulatory requirements.
Please note: A maximum of five (5) suppliers would be assigned to each lot and sub-lots.
