Neville Hill WOSA Phase 4 & 5B

Northern Trains Limited is procuring construction and refurbishment works at its Neville Hill depot to modernise and re‑organise key operational areas for future staffing and operational efficiency. The works, designated as Phase 4 and Phase 5B of the Neville Hill WOSA project, will convert existing locker rooms and toilet facilities into a new production hub, complete with a conference room, meeting rooms, a teapoint and upgraded unisex and accessible toilets. The DMU block will be enhanced by consolidating ground‑floor team leader offices into a single larger office, installing fresh toilet facilities on the first floor, and overall improving the layout for better workflow. Additionally, the former EMR locker room will be transformed into a permanent storage area featuring modern compliant racking, improved access routes, and safer vehicle and pedestrian movement corridors. The northern office area will be expanded to accommodate increasing staff numbers, while the existing northern stores will be re‑purposed into a dedicated small‑parts storage facility, thereby supporting efficient operations across the depot.

All construction must be delivered under a JCT Intermediate Works 2024 Agreement and comply with relevant health, safety, and accessibility standards.

Northern Trains Limited, is a Train Operating Company (TOC) that operates passenger rail services North of England. Northern Trains Limited is publishing this notice to establish a Contract for the Construction of Welfare Office Staff Accommodation.
Phase 4 focuses on transforming and optimising several key areas of the depot to support future operational and staffing needs. The works is to be divided into 2 broad scopes. Firstly the existing northern locker room and toilets at the front of the depot is to be converted into a new production hub featuring a conference room, meeting rooms, a teapoint, and upgraded unisex and accessible toilet facilities. Alongside this, the DMU block will also be enhanced: the ground‐floor team leader offices will be combined into a single larger office, and new toilets will be installed on the first floor, addressing the current lack of toilet facilities in the block. Secondly, the former EMR locker room will be converted into a permanent stores space with compliant modern racking, improved access, and safer vehicle and pedestrian movement routes. This allows the temporary Phase 2 stores to relocate into a long‐term, purpose‐built environment. Alongside this, the existing northern office area is to be expanded to accommodate future staff numbers, and the existing northern stores is to be converted into a dedicated small‐parts storage facility, improving efficiency and overall workflow.
The nature of the arrangement is that Works will be supplied under a JCT Intermediate Works 2024 Agreement.
Where used throughout this notice, the meaning of Train Operating Companies includes all and any of those train operating companies who, currently or in the future, provide services for the carriage of passengers by railway:
under a franchise agreement with the Secretary of State within the meaning of section 23(3) of the Railways Act 1993 or under, or secured under, the Secretary of State’s duty in section 30(1) of the Railways Act 1993; or in accordance with legislation which supersedes or amends the powers referred to in a) and b), including where such powers are transferred from the Secretary of State to another body.

Novation or Assignment
The contract may be novated or assigned by Northern Trains Limited to Train Operating Companies, or to DFT Operator Limited (company number: 07141122) or any successor parent company to a Train Operating Company, following a corporate restructuring or similar circumstance.

not to award any suppliers the contract referred to in this notice; and in no circumstances will the customer be liable for any costs incurred by the suppliers.
